Shenzhen's Luohu District is rolling out a series of enhanced legal and judicial initiatives to create a more business-friendly environment and support the city's vibrant private sector. The measures come as the newly enacted Private Economy Promotion Law offers stronger legal backing for private enterprise nationwide.
As one of Shenzhen’s core urban districts, Luohu is building a proactive, law-based business ecosystem. In 2024, local government leaders and departments have visited more than 300 enterprises, while subdistricts have logged nearly 4,800 visits, gathering feedback through in-person meetings and forums. The district’s enterprise service platform has handled over 6,400 company-related issues this year, with a resolution rate of 99.5%.
To ensure timely legal support, Luohu has established a coordinated response mechanism involving the district’s legislature, police, courts, procuratorate, and justice bureau. This "judicial support channel" has already delivered results in areas such as interregional enforcement, property preservation, and law enforcement supervision.
One major step forward is the launch of Shenzhen’s first Business Law Enforcement and Judicial Supervision Liaison Point, jointly established by the Luohu District Procuratorate and the Enterprise Service Center in April. The platform targets unfair enforcement actions such as illegal cross-regional detentions and false litigation, offering private enterprises a trusted channel to safeguard their rights.
Luohu has also debuted the city’s first enterprise legal service station, bringing legal support directly to businesses’ doorsteps. Through online and offline channels—including an enterprise service WeChat mini-program—companies can now access services such as legal risk prevention training, intellectual property protection, and direct consultations with legal professionals.
Other recent innovations include the formation of a joint response team comprising police, courts, and enterprise service centers to swiftly address legal issues affecting businesses. A graded handling system has also been introduced to prioritize urgent enterprise-related police reports, ensuring timely intervention.
In addition, a pre-litigation mediation mechanism has been established to help resolve commercial disputes more efficiently and cost-effectively, reducing the need for lengthy court proceedings.
Since the beginning of 2024, Luohu’s public security bureau has helped resolve nine major enterprise-related legal issues and initiated over 140 point-to-point visits with key local companies. Courts have closed over 5,400 loan-related disputes, helping cut financing costs by adjusting excessively high interest rates, and processed more than 300 cases involving real estate developers.
Luohu is also strengthening its partnership with local lawmakers and political advisors. A special liaison system has processed over 50 motions and proposals focused on private sector development, small and medium enterprises, talent retention, and digital transformation.
By deepening cross-department coordination and tailoring legal services to business needs, Luohu is fostering a more transparent and secure business climate.
