Whole-process people's democracy has flourished in Xizang through improved regional ethnic autonomy, democratic institutions, and community-level self-governance, said Wang Junzheng, secretary of the CPC Xizang Autonomous Regional Committee, at a Tuesday press conference. Nearly 90% of the deputies to the people's congresses at all four levels are from Tibetan and other ethnic minority communities.
