E China's Wenzhou taps offshore wind power for a greener future

As China advances its green energy transition, Wenzhou in east China's Zhejiang province is emerging as a key hub for offshore wind power, with Zhejiang Goldwind Science & Technology Co., Ltd., a subsidiary of Goldwind, driving innovation in clean energy technologies.

Goldwind, one of the world's top three wind turbine manufacturers and China's largest by market scale, is at the forefront of floating offshore wind power development.

The company specializes in the intelligent manufacturing of high-end large-scale wind turbine units, research and development of deep-sea wind power technologies, and offshore wind resource development.

As part of its strategy, Goldwind established its Wenzhou-based subsidiary, Zhejiang Goldwind Science & Technology Co., Ltd., which operates an 80-mu (5.33-hectare) production base in the city's Marine Economy Development Zone. Established in 2022, the facility began production in early 2024, and has so far generated more than 3.1 billion yuan (about $459 million) in output value.

As the parent company, Goldwind has been accelerating breakthroughs in floating offshore wind technology. In 2025, Goldwind, in collaboration with China Three Gorges Corporation, completed production of the world's first 16-megawatt floating offshore wind turbine, with all key components developed and manufactured domestically.

At the local level, Zhejiang Goldwind Science & Technology Co., Ltd. is working to build a stronger offshore wind ecosystem. By joining hands with more than 10 industry partners and research institutions, it is fostering closer collaboration among enterprises, universities and research organizations to drive innovation and industrial development.

"As a supply chain leader, we have always believed in sharing benefits together with our industrial chain partners," said Zhao Zihang, deputy general manager of Zhejiang Goldwind Science & Technology Co., Ltd.

The company is also driving coordinated development across Zhejiang's offshore wind sector. Through the "chain leader + industrial cluster" model, the company has attracted key upstream and downstream partners, raising the industry's self-sufficiency rate to more than 95%.

With abundant offshore wind resources, Wenzhou is emerging as a major hub for China's offshore wind industry. The city accounts for around one-fifth of Zhejiang's coastline, tidal flat areas and islands, providing unique advantages for the development of offshore renewable energy.

"Wenzhou's strong industrial foundation and favorable business environment were among the main reasons why we chose to establish ourbase here," Zhao added.

Goldwind is also expanding its global footprint by supporting overseas market development and helping supply chain partners enhance their export capabilities. In 2025, the company completed production for 100 overseas orders and plans to deliver around 350 overseas units this year, with products being exported to countries and regions participating in the Belt and Road Initiative.
