The number of the companies headquartered in Beijing rose from 3,937 in 2013 to 4,064 in 2017, up by 127. Among them, 45 more foreign companies based their headquarters in the capital, raising the figure to 886.

Beijing considers its "headquarter economy" a key part of the city's sophisticated industries, as increasing numbers of multinational companies such as Apple and MSD have settled their global R&D headquarters here. Moreover, a number of top incubators and startup services platforms such as Microsoft Accelerator, China-U.S. Innovation Center and Daimler China Shared Incubator saw Beijing as a landing destination.

According to the latest official statistics, among all companies based in Beijing, high-tech enterprises account for 43.5 percent, and culture and creativity companies account for 18.8 percent, up by 21 percentage points and 17 percentage points respectively compared with five years ago.

In 2017, the companies based in Beijing contributed to 70 percent, 60 percent and 90 percent of the accumulated assets, sales and profits of the city's companies above the designated size, playing a pivotal role in the city's economic growth. The total assets of companies based in Beijing increased by nearly 50 percent compared with 2013, and profit per capita increased by 30 percent.

Also in 2017, a total of 56 companies based in Beijing made the Fortune's Global 500 list, eight more than 2013, ranking first among cities in the world for five years in a row. Two-thirds of the Global 500 companies have investment or branches in Beijing.

Yan Ligang, director of the Beijing Municipal Commission of Commerce, said the locations and structures of companies based in Beijing are being further improved, and the Future Science City, the Huairou Science City, Zhongguancun Science City, Made in China 2025 Innovation Demonstration Zone and Beijing's sub-center will inject new impetus to the headquarter economy in Beijing.

He said the commission is revising a set of policies to make them better dovetail with the strategy and position of the capital. The policies are designed to encourage companies based in Beijing to settle their sophisticated projects and commercialize their R&D outcomes in Beijing.

Yan also revealed that the commission will formulate and implement a three-year action plan to foster innovation-driven headquarters, upgrade international headquarters and boost high-end headquarters and improve the headquarter economy.

Beijing will continually optimize the business environment for companies based here by facilitating services in licensing, chain-store business, taxation, the recruitment of high-end professionals, customs clearance and the protection of intellectual property rights.

The city will also provide support in technologies and data analysis to promote the headquarter economy.

At the recent 2018 Beijing Headquarter Economy International Forum, the association of companies based in Beijing signed a cooperation framework agreement with the Administrative Committee of Tongzhou District New City Center Area, the Administrative Committee of Beijing Tianzhu Free Trade Zone, Beijing New Aerotropolis Holdings Co., Ltd., and Beijing Huairou Science City to build a promotional platform to guide and support company headquarters to invest and operate in their particular fields.
