Huzhou Moganshan High-tech Industrial Development Zone is hiring agencies specializing in technology and innovation to aid in the prevention and control of the COVID-19 virus.

Currently, our most significant mission is to beat the coronavirus outbreak. The virus not only presents a challenge to people's health and security, economic and social stability, but also to China's opening up to the outside world. The whole society is taking action to fight against the epidemic.

To help fight the epidemic, we are prioritizing tasks related to the prevention and control of the coronavirus outbreak. According to the requirements of the prevention and control of the novel coronavirus pneumonia outbreak and the needs of the construction of the National New Generation AI Innovation and Development Pilot Zone in Deqing, the following plan has been formulated.

Ⅰ.Goal

Our goal is to combat the novel coronavirus disease with the application of innovative technologies. Therefore, we want to recruit agencies specializing in technology and innovation to develop products, platforms, and services to prevent and control the outbreak. In addition, we want these agencies to set a good example of fighting the outbreak for other companies and organizations.

Ⅱ.Tasks

1.Medical Testing

1) Smart Body Temperature Measuring

Body temperature equipment capable of measuring in batches with infrared imaging, IoT, and more to eliminate temperature deviation produced by the environment. This can help protect the health of people during the outbreak.

2) Fast Virus Detection Reagent

An efficient virus detection reagent for use on suspected cases. Requirements include a low research and development cost; that the sensitivity and specificity of the reagents is 100%; and that reagents can be widely applied to local communities.

3) Fever Clinic Assisting Diagnosis System

An automated clinical assistant system that will allow patients to enter their epidemiological history, temperature and more into a voice-prompted automated system. This data will assist doctors in their diagnosing and reduce patients' queue time.

4) Medical Image Assisting Diagnosis System

A system that can adopt technologies like AI (including functions like standardizing and normalizing medical image data collecting, pulmonary image recognition, and more) to assist doctors in diagnosing patients. The rate of missed diagnoses must be kept below 5% and the precision rate above 85%. In addition, the system will improve its precision through AI deep learning.

2.Epidemic Prevention and Control

5) Epidemic Judging and Precise Information Release System

Systems that can provide epidemic warning, epidemic source tracing, real-time epidemic news reporting, and authoritative information releases and more. The system should utilize big data, natural language processing and AI.

6) Personnel Service and Management System

We are looking to automate the following systems on the internet. Personnel checks; precise virus prevention and control systems; online traffic permits applications; the approval of companies resuming work and production; and the recording, analyzing and assessing of workers' information. These functions can be realized through technologies like facial recognition, vehicle recognition, electronic application, and block chain.

7) Key Area Management System

Auto-sterilization, auto-alarm reports, area monitoring, auto-publishing and more can be realized through geographic information and drones.

3. General Tasks

8) Unmanned Logistics Vehicle

Package sending and receiving, as well as the transportation of materials for residents and companies can be done via unmanned logistics vehicles. As a result, people will not need to meet each other during the virus prevention and control period.

9) Intelligent Attendance Checking System

We want to use big data and AI, to trace people's movements when they are in dense population places like shopping malls and supermarkets. What's more, people's information must be securely stored and managed by people with permission.

10) Digitized Office System

Individual and team work efficiency can be improved by AI algorithms and big data analysis. When customers cannot go to their place of work, VR can be used to promote investment. In addition, all parties can sign contracts through an online contract system.

11) Online Classroom

We are looking for an online education platform with live streaming and management functions powered by 5G, cloud computing, facial recognition and more to help online teaching and telecommuting.

12) Service Robots

We are looking for robots that can do intelligent temperature measuring, patrolling, medical assisting, and material delivery. The robot should utilize key technologies like intelligent interaction, smart operations, multi-machine collaboration, 3D imaging positioning, intelligent precise security operations and a man-machine interface.

4. Basic Platform

13) Building Technology Platforms

We are looking for computing service platforms – using open computing power and AI algorithms – that meet the needs of key drug research and development such as the genetic sequencing of viruses, vaccine/drug research and development, protein screening etc.

14) International Exchange Platform

Introduce international resources for epidemic prevention equipment and facilities, technology research and development; information sharing; material support; legal consulting; and financial services. We want to open up delivery channels and build international exchange platforms to effectively promote epidemic prevention and control and post-epidemic economic development. 

15) Other Tasks

We are also interested in any other technologies, products, services and platforms important for epidemic prevention and control.

III. Application Steps

1) All applicants should have outstanding innovation capabilities and should possess intellectual property rights for their services and products. Enterprises, universities, scientific research agencies, or a combination of multiple agencies, with advanced technology and good application prospects, can be applicants. Applicants must promise to complete the task within the specified period after being selected.

2) Application Materials

1. Fill in the application form

Complete the application form (Annex 1) and fill out the letter of commitment (Annex 2). They must be stamped with the official seal of the agency.

2. Required supporting documents

①A copy of the agencies' organization code certificate, tax registration certificate, and industrial and commercial business license (or a copy of the "one license with four numbers"-- business license with the organization code, taxpayer identification number, and social insurance registration code);

②A copy of the identity card of the person who is in charge of the project and a resume of his/her work (stamps with the agency's official seal);

③Supporting materials for research and development ability of the agency (including patents, standards, intellectual property, etc.);

④Supporting materials regarding the honor of the agency (high-tech enterprises, enterprise technology centers, key laboratories, competition awards, etc.);

⑤Supporting materials of performance index and application promotion effect of current products and services (such as third-party test materials, etc.).

3.Other requirements

①All the materials should provide electronic files;

②The stamped file should provide scanned PDF files;

③The application form must explain the requirements in detail;

④All documents need to be handled confidentially, and the applicant is responsible for confidential check of documents.

4) Procedures

1. Applicant submits electronic application materials.

2. Design a preliminary selection plan.

3. Inform results of selection.

4. Provide prototypes and related equipment.

5) Deadline of Application

Until 24:00 on Feb. 29, 2020

IV. Policy Support

For all the above research directions, we have planned to set a total bonus of 10 million yuan. After review by an expert group, successful enterprises will be selected (one agency for each direction), and will be funded up to 800,000 yuan each. Successful enterprises will be invited to carry out product demonstration applications in Deqing County. Enterprises will also be invited to carry out project incubation in Moganshan National High-tech Zone in Huzhou and enjoy our support policies.

We must work together to get through this crisis. Let's work with the utmost enthusiasm and the fastest response to develop and release artificial intelligence products and solutions to the places where they are most needed.
