China moves to boost commerce amid anti-coronavirus fight

The Ministry of Commerce (MOC) has issued a circular calling for stabilize foreign trade and investment as well as promoting consumption while combating the novel coronavirus epidemic.

The ministry encouraged companies in the sectors of foreign trade and investment, commerce circulation and e-commerce to resume operation in an orderly manner.

Major commercial and e-commerce enterprises dealing with daily necessities will enjoy the preferential provision of protective supplies such as masks, disinfectants, protective gloves and goggles, according to the circular.

The ministry urged authorities to simplify the procedures of foreign trade management and guide firms to apply for import and export licenses online. New modes of foreign trade will also be supported, such as expanding exports through overseas warehouses and integrating market purchase trade with cross-border e-commerce.

To ensure the stability of foreign investment, the ministry asked local authorities to improve their services to existing major projects and help solve problems concerning land use, labor, water and electricity as well as logistics.

Companies in retail, catering and accommodation should be guided to share employees to alleviate the labor shortage. While ensuring food safety, authorities should allow and encourage businesses to run outdoor stalls and open-air markets, and use group purchase and "retail without store" models to facilitate people's life, said the circular.

The MOC also called for measures to boost online consumption and e-commerce of agricultural products along with delivery services without direct contact between couriers and consumers.
