On Feb. 16, China State Construction Engineering Corporation (CSCEC) Middle East received the official taking-over certificate, issued by Dubai Roads and Transport Authority (RTA) and the construction supervisor AECOM for the successful completion of R1048/2 improvements of Expo 2020 Roads Network-Contract2 Project. The excellent work of CSCEC Middle East was highly appreciated and celebrated by all the parties, as the project opened to traffic after the acceptance.

The contract duration was 910 days with a commencement date of Aug. 1, 2017. The scope of work included the construction of two free flow interchanges with a total length of about 3.57 kilometers, two underpass tunnels with a total length of about 264 meters, the paving of a 230,000-square-meter high-quality road, as well as a considerable amount of public utility works. After 30 months, all work contained in the contract were delivered before the deadline of Jan. 27, 2020, and the project was formally accepted on Feb. 16, 2020.

The project is aimed at serving the Expo 2020 Dubai, the first World Expo to be hosted by an Arab country. It will function as an important transportation hub connecting Al Maktoum International Airport, Sheikh Mohammed bin Zayed Road, and Jabel Ali Port.

During the implementation of the project, the construction team has not only lived up to the high standards and quality requirements set by AECOM, but also overcome many construction restrictions and difficulties: first, Dolphin Energy and Dubai Supply Authority imposed construction method and time restrictions on any project site that overlaps with the gas pipeline routes; second, both free flow interchanges pass over Sheikh Mohammed bin Zayed Road, the longest arterial road in Dubai, and the height and span of the main structures have made the interchanges difficult to construct; third, many external factors have brought additional coordination and management tasks to the project, such as frequent changes being made over the relocation plan of cable lines, and adjacent projects being unable to deliver on time. The project team conducted thorough pre-construction planning and strictly followed the project management procedures to make reasonable adjustments of construction plans, in order to coordinate the distribution of resources and facilitate effective communication. The team’s efforts helped to resolve all the difficulties and contributed to the timely completion and delivery of the project.

It is the 10th project implemented by CSCEC Middle East in cooperation with Dubai RTA, whose staff have spoken highly of the management skills and the professional performance of the CSCEC Middle East construction team. The project received many praises from the project owner for its outstanding performance during the construction process, especially when compared with other Expo projects. The delivery of the project marks another successful cooperation between CSCEC Middle East and Dubai RTA, and further consolidated the leading position of CSCEC Middle East in the infrastructure construction market of the U.A.E. Meanwhile, the company is continuing to demonstrate its capability in executing large-scale international projects.
