CSCEC resumes new infrastructure projects

For a long time, China State Construction Engineering Corporation (CSCEC) has made full use of its advantages to be an active participant of "new infrastructure" - infrastructure that largely serves high-tech development, such as 5G and big data—and has continuously exerted efforts in many areas such as intercity high-speed railways and data centers. As the fight against COVID-19 enters the next phase in China, CSCEC is promoting the orderly resumption of work and production at its new infrastructure projects across the country.

Alibaba Cloud Global Headquarter, Hangzhou

Located in the Xihu district of Hangzhou, the project has a construction area of approximately 450,000 square meters, and is executed by China Construction First Group Corporation Limited. After the project is completed, it will become home to the world's third biggest and Asia's No. 1 cloud computing company. It will also boost the development of cloud computing technology, big data technology, and Hangzhou's smart city scheme.

The project resumed work on March 6, and is currently in the construction stage of the secondary structures. The project management has formulated detailed management measures for the construction site, the office area, and the living area, and appointed  specialized staff to supervise the daily disinfection work on site. Health records are established for all personnel and updated every day. Before entering the site, people returning from their hometowns must perform real-name verification, complete epidemic prevention information sessions, go through the Hangzhou Health QR Code inspections, and show return tickets and their travel information for the past 14 days. The project also works alongside local hospitals to build a strong line of defense.

International Data Center, Shanghai

Situated in the Lingang Special Area of China (Shanghai) Pilot Free Trade Zone, the Shanghai International Data Center Phase II project has a total area of about 250,000 square meters, and is executed by China Construction Eighth Engineering Division Corporation Limited. Based in East China, the project is committed to serving the whole country and expanding its overseas impact. It aims at establishing a national data center, helping the Lingang Special Area to form a complete internet communications upstream and downstream ecosystem, and vigorously promoting the rapid development of China's communication industry.

In order to become the first company to resume work and production in the Lingang Special Area, the project management team came up with a "location-to-location" chartered car scheme to pick up returning staff and set up isolation areas for their mandatory 14-day self-quarantines. By setting up two responsibility areas and three demonstration posts, as well as organizing a volunteer service team, the project management team has distributed all the epidemic prevention tasks to specific personnel.

National Healthcare Big Data North China Storage Center

The project is the first national level healthcare big data center launched in China. The first phase of the project, implemented by China Construction Fifth Engineering Division Corporation Limited, has a construction area of 44,000 square meters. The second phase of the project, implemented by China Construction Eighth Engineering Division Corporation Limited, has a construction area of 147,800 square meters. The project aims to build not only China's most advanced, but also a world-class big data center for healthcare. After completion, it will host an ecosystem of big data industry chain integrating government, industry, education, research, and application.

Since February 2020, the project management has been closely following information regarding staff's geographic location, return schedule, and travel information to exclude any possible exposure of the employees to the COVID-19 epidemic. More than 100 workers were arranged for isolation and nucleic acid testing, and their body temperatures were taken to ensure zero infection on the construction site. Workers with temporary employment contracts are registered and managed by a real-name system. The project management has mandated an integrated accommodation plan to ensure the orderly resumption of work on site. Each worker would be arranged in an isolated board room, which will be sterilized twice a day. Meals are distributed in disposable boxes, which are collected for proper disposal.

Tencent East China Cloud Computing Base, Nanjing

Located in Jiangning district, Nanjing, the project has a total construction area of approximately 171,500 square meters, and is implemented by China Construction First Group Corporation Limited. With all the functional modules of the data room standardized and modularized, the project will become the largest big data center and cloud computing base in East China. The base will integrate the Internet of Things, artificial intelligence, and other Tencent functional blocks, and host Nanjing's innovative explorations in the fields of "internet + government" and smart city.

The project resumed work on March 5 and is currently in the foundation construction phase. The project management team has strictly implemented a closed-off site management scheme, and all personnel is subject to a real-name registration system. A health QR code mobile app is used that automatically generates QR codes of red, orange, and green colors based on the information filled in by the individual. Workers with green codes can access the work site directly without isolation, while those with orange and red codes are required to be isolated for seven and 14 days, respectively. In addition, the project management team has purchased and distributed personal protective equipment to strengthen epidemic prevention and control.

Fuzhou Cloud Computing Data Center, Jiangxi Province

The second-phase civil engineering project of Fuzhou Cloud Computing Data Center has a total construction area of 36,000 square meters, and is implemented by China Construction Sixth Engineering Division Corporation Limited. After the project is completed, it will have 4,092 cabinets, and will meet the "international T3 +" and "national standard A-level" data center construction standards. The project will become Jiangxi province's only national demonstration base for new industrialized industry.

The project resumed work on Feb. 20 and has now entered the construction phase of the exterior decoration project after a successful completion of the superstructure project. The project management team has established a leadership group for epidemic prevention and control of the project, which strictly implements a closed-off site management scheme with all personnel registered under a real-name system, and organizes information sessions for people to learn about epidemic prevention. Workers are required to have their body temperatures taken three time a day and the movements of those who return from their hometowns are tracked to ensure safe resumption of production.

Chongqing Rail Transit Line 9

The first phase of the Chongqing Rail Transit Line 9 project was the first officially launched urban rail transit EPC project in China, with a total length of 32.294 kilometers. The Civil Engineering 9107 Project, implemented by China Construction Eighth Engineering Division Corporation Limited, includes the Guanyinqiao Station and the Liyuchi Station, which are the two largest cross-section stations. Under the premise of carefully implementing various prevention and control measures, the project management team is advancing safe and orderly resumption of work and production. It took only 10 days for the CSCEC construction team to complete the concrete pouring of the arch wall of the stations. In January and February 2020, the team was once again awarded the first-place honor in the rail transit's comprehensive monthly work evaluation.

The project management team has established an epidemic prevention and control working group, and implemented an epidemic prevention and control emergency system covering all staff. By compiling relevant plans and improving various epidemic prevention measures, the project management team has achieved health monitoring coverage for all personnel. While working on prevention and control of the epidemic, the project management team also took multiple measures to effectively promote the resumption of production.

CSCEC is focusing on the prevention and control of epidemic on the one hand, and promoting the resumption of work and production on the other hand, to ensure the timely delivery of its new infrastructure projects. In the future, CSCEC will continue to leverage its strength in the new infrastructure sector, and actively serve the new needs of economic and social development.
