Beijing, Tianjin, Hebei unify standards for construction of joint underground pipe gallery

Construction projects for a comprehensive underground pipe gallery in Beijing, Tianjin and Hebei have now been brought under a "mutual authentication" system, according to the Beijing Municipality Commission of Housing and Urban-Rural Development on May 21.

The announcement comes after the joint efforts by the three regions to publish documents on relevant construction specifications and data management regulations which began last year.

An official from the Beijing Municipality Commission of Housing and Urban-Rural Development said that the mutual authentication system represents the preliminary stage in establishing a "standard quota system for the construction of an urban comprehensive underground pipe gallery in the Beijing-Tianjin-Hebei region."

Under the quota system, key factors of underground pipeline projects will adhere to the same set of standards across the region, in such areas as investment, technical requirements, acceptance criteria, and project document management.

The move is aimed at laying the foundations for the coordinated development and integrated construction of an underground pipe gallery in Beijing, Tianjin and Hebei.

Compared with the previous disconnected construction standards, which resulted from separate administrative jurisdictions, a unified quota system between these three areas will help promote integration in project investment, construction and acceptance.
