Zhongguancun eases burden on tech SMEs

The Zhongguancun Management Committee recently launched a plan to address issues of lack of business and high costs of small-, medium-, and micro-sized enterprises (SMEs) in the tech sector, its officials said at an online press conference recently.

According to the plan, the committee will facilitate the placing of orders worth over 10 billion yuan and the providing of service packages worth over 1 billion yuan.

Over 10,000 SMEs will benefit directly from the orders placed by large companies and industrial leaders, as well as from service packages to be provided, committee officials said.

The Zhongguancun Management Committee has thus far collected orders of products and services from 49 large-scale central enterprises, 15 municipally-administered state-owned enterprises, 72 private enterprises, and 15 foreign-funded companies. The total value of the orders is 12.2 billion yuan, and that of mergers and acquisitions 6 billion yuan.

To bring down costs and boost innovation, the services to be provided to SMEs will cover office space, entrepreneurship trainings, intellectual property rights, testing and certifications, taxation, marketing promotion, and so on. The service providers will include 194 incubators and 44 technology transfer service platforms. Among the service packages, nearly 400,000 square meters of office space will be provided for free or at discounted prices, which is expected to reduce rents worth 187 million yuan.

The management committee will also organize 1,115 mentors, including well-known entrepreneurs, investors, and academics, to assist the companies with their expertise, experience, and resources.

The committee has also started gathering information about the needs of SMEs, looking to offer targeted help. So far, over 5,400 companies have asked for help with product promotion, and 2,587 have asked for assistance in office space. There are also 2,902, 2,695, 827, and 2,904 companies in need of help with testing, intellectual property rights, trainings, taxation, and human resources, respectively.

Next, the management committee will match up their needs with the service providers with the help of artificial intelligence, big data, and other technologies.
