Beijing to build demo zone for further opening up service industry

China's State Council has approved a plan for Beijing to expand opening-up in the service industry and build a national comprehensive demonstration zone for this purpose.

Beijing should work to provide demonstration for the opening up and innovative development of the country's service industry, the State Council said in a statement issued online.

According to the plan, Beijing will channel more financial support toward technology startups, and form a more market-based system for technological achievements made by scientific researchers.

For services in trade and tourism, Wangfujing Street will be built into a more international shopping area on a pilot basis, and Beijing will improve the layout and structure of its duty-free outlets in downtown areas.

In addition, foreigners will have access to primary and secondary education in accordance with related regulations, and foreign investment will be allowed in certain educational or vocational programs.

Beijing will also open up its healthcare and old-age care sectors and encourage the establishment of international research-based hospitals.

By 2030, the demonstration zone is expected to have the capabilities to facilitate trade, investment, cross-border flow of capital, employment, transportation, as well as the safe and orderly flow of data, according to the plan.
