Beijing's Tongzhou district recently issued several measures to promote the development of its international business service section of the China (Beijing) Pilot Free Trade Zone. It is hoped that these new policies will promote more comfortable working and living conditions among enterprises and talents in the city's sub-center.

Tongzhou district will provide fiscal incentives to financial institutions, enterprise headquarters, professional service enterprises, unicorns, listed companies, national high-tech enterprises, and other key enterprises that meet the functional orientation of the city's sub-center and its corresponding conditions.

In addition, subsidies will be given to enterprises that are newly established or have recently moved to the district, as long as they rent offices within its jurisdiction and that their business is in line with the functional positioning of the city's sub-center.

Tongzhou district has established various "green channels" for enterprises, providing services concerning housing rental, health care, children's school enrollment, and work residence permit applications, among other services.

Special funds have also been set up to support the development of enterprises in listings, R&D investment, loan interest discounts, infrastructure construction, incentives for executives and professionals, operating subsidies, and settlement incentives.

In addition, Tongzhou has established an express service system for key enterprises, under which special service hotlines and service officers can provide one-stop service for application acceptance and policy consultation.

The international business service section in Tongzhou district includes the Canal Business District and Zhangjiawan Design Town, two key areas for the construction of the "Two Zones" in the city's sub-center.

The new measures are intended to help attract top international resources, including cutting-edge technology, talents, and industry leaders to the Canal Financial City and Zhangjiawan Design Town.

It is expected that by the end of 2023, the city's sub-center will foster a world-class business environment complete with high-end service industries, a vigorous design industry, and cultural tourism, and become a world-class home to international financial institutions.
