Beijing to roll out new action plans for better business environment

Beijing will soon make public a new action plan for improving its business environment, the Beijing Municipal Commission of Development and Reform said recently.

The plan specifies 299 tasks in 12 aspects. This will be the fifth time for the municipality to release such measures in batches.

It will cover more fields and set more ambitious goals than previous measures, according to city officials. The previous four batches over the past few years included a total of 672 measures.

City official said the new plan will pursue a better business environment by streamlining administration, delegating power, improving regulation, upgrading services, applying digital technology, and promoting collaboration.

In addition, the State Council recently selected Beijing as one of the cities to pilot innovative practices for business environment, and it is now working on an action plan in this regard.

So far, the plan has preliminarily taken shape, according to city officials. Beijing plans to seek breakthroughs in 10 fields including commercial system reform, construction project approval, bidding and tendering, real estate registration, investment and trade, supervision and law enforcement, market entity withdrawal, intellectual property rights, digital economy, and digital administrative services.

According to the plan, Beijing will promote comprehensive application of information technologies in tendering and bidding, and create a single online platform that offers bidding, bid opening, bid evaluation, bid-winning announcement, contract signing, project acceptance, and payment in housing construction, municipal infrastructure, transportation, water facilities, and landscaping. It will also formulate data trading rules, promote high-value data trading in finance, credit investigation, and medical care, and pilot cross-border data flow.

Since 2017, Beijing has cut 51% of its examination and approval items in administrative services, 74% of application materials, 71% of time durations for handling administrative procedures, and canceled all credential papers for accessing administrative services.
