Beijing rolled out 51 reform measures on Monday to improve the environment for consumer businesses and boost consumer spending.
The forms of business involved cover restaurants, chain supermarkets and convenience stores, large shopping malls, e-commerce retailers, new energy vehicles dealerships, homestays, cultural performances, and new consumer brand incubators.
Specifically, the city will facilitate the licensing for food businesses, renovations of commercial facilities, and large performance activities, and clarify the acceptance standard of fire control facilities of construction projects.
It will pilot stalls in outdoor zones of key business areas, and encourage sports venues, hospitals, parks, subways, and sci-tech industrial parks to introduce brand chain convenience stores.
Beijing will also guide financial institutions to offer special credit services to e-commerce retailers. It will also seek to increase the variety of imported products via cross-border e-commerce. Meanwhile, the city will explore new shopping methods such as offering self-pickup services for cross-border e-commerce shoppers.
It will also promote the sharing of parking facilities in business areas, improve the charging facility and service system for new energy vehicles, and better regulate the market access of rural homestays.
