The two-day summit, themed "Promoting modernization and elevating construction of Digital China," showcased the latest achievements of the Digital China Initiative and shared insights into digital development, aiming to promote high-quality growth and facilitate Chinese modernization.

In her keynote speech at a forum during the summit, Wang touched on several points regarding the initiative's impact on modernization, the importance of the right values, and the promotion of technology for the greater good.

Wang highlighted the four pillars of "Dao, Fa, Shu, Qi," taken from the Taoist classic, the "Daodejing," which stresses the importance of following the right path and taking proper actions to accomplish remarkable feats. According to her, "Dao" (way) now represents the soul and direction of the Digital China Initiative, referring to the people-centered modern governance system and governance capacity building. "Fa" (law) represents goals and boundaries. By aligning with the requirements and development laws of the times, legal principles, and laws, its modern governance and digital management model ensures that social governance and public services are more closely aligned with people's needs.

Wang elaborated that "Shu" (approach) symbolizes the methods and paths that encourage the digital transformation of industries, address communication gaps, and replace fragmented, isolated, siloed, and hierarchical management models, thus enabling integrated governance. "Qi" (tool) signifies the tools and instruments needed for digital governance, such as computing power, algorithms, data, and scenarios. China's vast single market can harness scenarios and data to fuel development. She further emphasized that the essence of digital governance lies in technological innovation. In contrast, the crux of technological innovation is talent, and the foundation of talent is education, all of which are essential tools.

The top executive underscored the significance of the values that drive Digital China's progress. She noted that as the nation advances, China's modernization efforts should prioritize its people by improving their lives and providing them with a greater sense of achievement, happiness, and security. Wang warned that although artificial intelligence is inherently neutral, it can either contribute to the greater good or become a destructive force. If the government, scientific research institutions, and market entities unite under the primary direction of the Digital China Initiative, they can collaborate to promote initiatives that benefit people, the nation and humanity as a whole.

Wang stressed that the evolution of digital governance in China adheres to contemporary norms and national strategic requirements, embracing the new development philosophy and fostering high-quality growth. The goal is to enhance government efficiency, foster more organized social governance, and improve people's lives. By promoting positive and forward-thinking technological innovation, it is possible to break away from historical patterns and move towards a brighter future.

Building the Digital China Initiative is essential for advancing Chinese modernization and establishing new national competitive advantages, as outlined in the country's digital development plan. The Digital China strategy aims to create a national innovation mechanism, activate innovative entities, and consolidate creative resources to prevent fragmentation and inefficient duplication in construction and innovation. The objective is to attain comprehensive and effective governance, allowing people to reap the benefits of the digital revolution while ushering in a new era of integrated governance characterized by data-driven empowerment, collaborative governance, intelligent decision-making, and exceptional services, Wang stated.
