Chaoyang helps enterprises attract global talent

Beijing's Chaoyang district has rolled out 20 measures in policy, funding and financial innovation to help enterprises recruit talent from abroad.

The district is home to most of Beijing's renowned headhunting firms. A total of 1,810 human resource service agencies scattered across the district, with their business scope extending to Europe, America, Japan, Singapore, Southeast Asia, and beyond. 

Notably, in March 2022, the district was identified as a national-level export base for distinctive human resource services, becoming the sole location in the city and one of only twelve nationwide.

Risfond, a multinational headhunting firm, established its presence in Chaoyang District 15 years ago. As of now, it has over 200 branches both domestically and internationally, serving more than 65,000 corporate clients.

Over the past decade, the company has brought numerous overseas talent to China. "In recent years, we have observed a robust demand among domestic enterprises for international expansion," says Zhang Meiyu, chief business officer of the company.

Chaoyang aim to create an internationalized human resource market system. Companies registered in the district can benefit from policy incentives, funding subsidies and additional services, said Dang Zhijie, an official of the Chaoyang Human Resources and Social Security Bureau. 

Dang also mentioned that by 2025, Chaoyang is expected to be the home to the country's first human resource service industry park with the revenue exceeding 100 billion yuan (US$ 13.89 billion).

In July 2023, an export alliance was set up to help more human resource enterprises go global. Led by 22 human resource service agencies as well as law firms and financial institutions, this alliance aims to achieve resource and information sharing through a collective approach, facilitating collaboration among its members.

Furthermore, the district plans to introduce a compilation of international human resource service trade policies, offering guidance to headhunting firms expanding overseas. 

To better facilitate international human resource businesses, Chaoyang district issued opinions at the end of last year, introducing 20 policy measures, including the innovation of financial service products.

Currently, the district is proactively developing a foreign exchange pilot program in collaboration with banks to explore mechanisms for global payroll and less used currency conversion.
