Ladies and gentlemen,

On the occasion of the ceremonious commemoration of the 90th anniversary of the founding of CPC, I am glad to introduce to you the related information about the organizational construction of CPC, and am ready to answer your questions.

CPC is a Marxist political party. Ever since its founding in 1921, CPC has gone through a 90-year magnificent and glorious history. For 90 years, CPC has grown from small to large, and from weak to strong; it has weathered difficulties and dangers but still stands firmly, and it has gone through thousands of tests and become stronger. It has always taken the lead of times, united and led the people of all ethical groups throughout the country to persistently strive, and constantly won great victories in the revolution, the construction and the reform.

It has been a political advantage and good tradition of CPC to pay much attention to organizational construction. Over the 90 years in the past, CPC has closely clung to the central tasks in each historical time, firmly grasped the permanent topic to keep and develop the advanced nature of the Party, and unremittingly strengthened the construction of the ranks of the Party and the substratum organizations of the Party. By doing so, it has agglomerated reliable pioneering strength for the cause of the Party, and provided strong organizational guarantee. During the New Democratic Revolution period, in the painstaking struggle for national independence and the people's liberation, both the ranks and the substratum organizations of the Party had constantly developed and expanded. Up to the founding of the New China in 1949, the amount of party members had increased from more than 50 at the founding of the Party to 4,488,000, and the substratum organizations of the Party had developed from tens to 195,000. During the Socialist Revolution and Construction period, in the historical course to consolidate power, restore national economy, perform socialist transformation and socialist construction, the total amount of party members increased up to 36,981,000, and the total amount of substratum organizations of the Party was augmented to 2,116,000. During the period of the reform and opening to the outside world and the period of socialist modernization, in the great new practices to develop socialism with Chinese characteristics and boost the construction of the Party, we have completely intensified with the spirit of reform and innovation the construction both of the ranks and the substratum organizations of the Party, established an enormous contingent of the Party with reasonable structures and top qualities, and formed a system of efficacious substratum party organizations which are widely located, and are perfectly and strictly organize. By the end of 2010, CPC had developed up to the scale of 80,269,000 party members in total, with its substratum party organizations totaling 3,892,000, including 187,000 substratum party committees, 242,000 general branches and 3,463,000 branches.

Next, I would like to emphatically introduce information about the organizational construction of CPC in 2010, and give some explanation about some major data.

1. Information about the Ranks of the Party

The genders, ethnical identities and educational backgrounds of party members. Female party members amounted up to 18,030,000, accounting for 22.5% of the total ranks of the Party. Party members of ethnic minorities amounted up to 5,338,000, accounting for 6.6% of the total ranks. And party members with academic certificates at and above vocational college level accounted up to 29,775,000, accounting for 37.1% of the total amount of party members of CPC.

The ages of party members. Party members below 35 amounted up to 19,511,000, accounting for 24.3% of the total ranks of CPC; party members between 36 and 45 amounted up to 16,883,000, accounting for 21% of the total amount of party members of CPC; party members between 46 and 59 amounted up to 23,279,000, accounting for 29% of the total amount of party members of CPC; and party members above 60 amounted up to 20,595,000, accounting for 25.7% of the total amount of party members of CPC.

The occupations of party members. Workers accounted for 6,989,000, farmers, herdsmen and fishermen 24,427,000, staff members at the party and the state's agencies 6,812,000, managerial members and professional technicians at enterprises and non-profitable units 18,413,000, students 2,539,000, retirees 14,852,000, and people of other occupations 6,236,000.

2. Information about Party Organizations

The local committees of CPC. CPC has 3,222 local committees at levels all over the country, including 31 committees at provincial (regional and municipal) level, 396 committees at municipal (district, prefectural) level, and 2,795 committees at county (municipal and district) level.

Party organizations in urban subdistricts, townships, towns, neighborhood communities and administrative villages. Party organizations have been set up in 6,869 subdistricts, 34,000 towns and townships, 82,000 communities (residential committees) and 594,000 administrative villages all over the country.

Party organizations in enterprises. Among 750,700 enterprises conditioned to the establishment of party organizations all over the country, 749,600 enterprises have established party organizations, accounting for 99.9%. In particular, among 202,700 state-owned enterprises conditioned to the establishment of party organizations, 202,600 enterprises have set up party organizations, accounting for 99.9%; and among 548,000 non-state-owned enterprises conditioned to the establishment of party organizations, 547,000 enterprises have set up party organizations, accounting for 99.7%.

Party organizations in governmental agencies and state-owned non-profit units. Among 235,900 governmental agencies conditioned to establishment of party organizations all over the country, 235,800 have set up party organizations, accounting for 99.96%; among 498,300 state-owned non-profit units conditioned to the establishment of party organizations, 492,600 have set up party organizations, accounting for 98.9%.

Party organizations in social groups and non-state-owned non-profit organizations. Among 14,700 social groups conditioned to the establishment of party organizations all over the country, 14,200 have set up party organizations, accounting for 96.8%; and among 19,300 non-state-owned non-profit organizations conditioned to the establishment of party organizations, 18,900 have set up party organizations, accounting for 98%.

3. The Development Trend and Characteristics of the Ranks and Substratum Organizations of CPC

Thanks to the heavy emphasis and strong leadership of the Central Committee of CPC, party organizations at levels have persisted to adhere to central tasks, serve overall interest, expand realms and intensify functions, further cemented and strengthened the substratum organizations of CPC, attended to and improved the construction of the ranks of the Party, constantly improved the vitality and vigor of the ranks of the Party, and endeavored to make the substratum organizations of CPC and its multitudinous members play a role of hardcore, pioneers and models.

3.1 The ranks of the Party have constantly expanded. As statistics shows, CPC recruited 3,075,000 new party members all over the country in 2010, and the total amount of newly recruited party members had a net increase of 2,274,000 compared with that of last year, with a 2.9% increase. First, the amount of party members at the substratum and production level has obviously increased. In 2010, it recruited 1,395,000 party members at the front line of production and work, who accounted for 45.4% of all the newly recruited ranks, with an increase of 47,000 compared with that of last year. In particular, it recruited 198,000 party members among workers, 603,000 party members among farmers, herdsmen and fishermen, and 39,000 party members among peasant-workers. Secondly, the amount of party members among people of high academic qualifications, college students and youth has steadily increased. In 2010, CPC recruited 970,000 party members with academic certificates at and above vocational college level, accounting for 31.5% of the newly recruited party members, with an increase of 51,000 party members compared with that of last year. In particular, the newly recruited party members with post graduate certificates amounted up to 24,000, with an increase of 3,000 compared with last year. The newly recruited college student party members amounted up to 1,236,000, accounting for 40.2% of the newly recruited party members, with an increase of 94,000 compared with last year. The newly recruited party members below the age of 35 amounted up to 2,516,000, accounting for 81.8% of the total amount of newly recruited party members, with an increase of 105,000 compared with last year. Thirdly, the amounts of party members within non-state-owned economic organizations and social organizations have constantly increased. In 2010, CPC recruited 131,000 party members within non-state-owned economic organizations, accounting for 4.3% of the total amount of the newly recruited party members, with an increase of 4,000 compared with last year; it recruited 83,000 party members within social organizations, accounting for 2.7% of the total amount of the newly recruited party members, with an increase of 11,000 party members compared with last year; it recruited 16,000 party members from newly arising social classes, accounting for 0.5% of the total amount of newly recruited party members, with an increase of 530 compared with last year. Fourthly, the amounts of female party members and party members of ethnical minorities have constantly increased. In 2010, CPC recruited 1,184,000 female party members, accounting for 38.5% of the newly recruited party members, with an increase of 72,000 compared with last year; and it recruited 242,000 party members of ethnical minorities, accounting for 7.9% of the total amount of newly recruited party members, with an increase of 19,000 compared with last year. Fifthly, the amounts of people who apply to join the party have progressively increased, and the ranks of active applicants for the membership of CPC have expanded. In 2010, applicants for the membership of CPC amounted up to 21,017,000, with an increase of 861,000 compared with last year; and active applicants for the membership of CPC amounted up to 10,555,000, with an increase of 501,000 compared with last year.

3.2 The system of substratum organizations of CPC has been constantly improved. First, party organizations have largely covered all the rural areas and communities. On the basis of mainly taking zones and units as standards to establish substratum party organizations, CPC has popularized the method of setting up party organizations in peasants' specialized cooperatives, specialized societies, production chains and places where migrant workers and businesspeople relatively concentrate, expanding the party organizations' coverage and influence. The party organizations have covered 99.9% of administrative villages and neighborhood communities all over the country, 12,300 party organizations have been set up within peasants' specialized cooperatives, and party organizations have been established in all the 240 newly set up subdistricts. Secondly, party organizations have been further cemented within such domains as state-owned enterprises, state agencies, and state-owned non-profit units. Almost all the state-owned enterprises and state agencies have been covered by party organizations. The coverage of party organizations within state-owned non-profit units has increased 0.8% compared with last year. In particular, the coverage of party organizations within schools for higher education has reached 99.9%, and party organizations have been widely set up in units for scientific research, culture, health care, sports and middle and primary schools. Thirdly, the coverage of party organizations and of the party's work has been constantly expanded within non-state-owned economic organizations and social organizations. The coverage of party organizations within non-state owned economic organizations conditioned to the establishment of party organizations has increased 0.2% compared with last year; and the coverage of party organizations within social groups and non-state-owned non-profit units has respectively increased 5.7% and 1% compared with last year. The trades of lawyers and registered accountants have been totally covered by party organizations.

3.3 The management of education for party members has been further improved. In 2010, 1,354,000 person-times training of secretaries of party organizations in rural areas has been held all over the country, with each secretary of party organizations in rural areas attending such training for twice in average; 14,267,000 person-times training for party members' abilities to start businesses and seek employment has been held; and 4,052,000 person-times training of newly recruited party members has been held. CPC has attached much importance to the democratic appraisement of party members. In 2010, 65,183,000 party members have taken part in such democratic appraisement all over the country, accounting for 81.2% of the total amount of party members of CPC, with an increase of 1.6% compared with last year. Work on the honoring of advanced individuals has been actively done. In 2010, party organizations at all levels all over the country have praised and awarded 250,000 advanced substratum ones, 1,344,000 excellent party members, and 214,000 excellent party affairs workers. Among those excellent party members the outstanding examples are Shen Hao, Guo Mingyi, Yang Shanzhou and others, who have been the concentrated representatives of advanced nature of CPC.

As statistics concerning the construction of CPC shows, the Communist Party of China has a strict and perfect organizational system, and its ranks are fully vigorous. At the new historic start point, the organizational construction of CPC has met its new opportunity of development. We are going to hold the great banner of socialism with Chinese characteristics, learn from and make use of the valuable experiences of the 90-year organizational construction of CPC, and further strengthen the construction of the ranks of the Party and the substratum organizations of CPC with a broader cosmopolitan view, more far-reaching strategic thinking and more systematic view of the entire situation, providing a powerful organizational guarantee for a new victory in the course of construction of a better-off society in all aspects and for a new situation of socialist career with Chinese characteristics.
