Under the plan, taxi drivers are required to accept at least two service calls a day. Passengers will be able to book around-the-clock by phone, internet or via a smartphone app through the citywide reservation system.

Taxis booked in advance will charge passengers three yuan for the reservation service, two of which will go directly to the drivers.

Taxi companies must ensure a 99-percent success rate for passengers who book cabs four hours in advance in Beijing's six districts during peak traffic times, excluding those who break an appointment more than twice a year.
