Editor's note:

In recent years, the growth in population has greatly outpaced the establishment of kindergartens in Hefei City, Anhui Province in central China. In some new communities, it has become extremely difficult for parents to secure a place in a kindergarten, both public and private, for their children. Some parents have to queue overnight to get their children a chance to participate in the kindergarten admission lottery, which is very important, because when there is not enough room for every applicant, the lottery result will decide which child can be enrolled first.
