Beijing's new urban plan caps city's size, population

The city of Beijing will keep its development within a reasonable scope as highlighted in the draft of its overall city plan (2016-2030), which will be submitted to the CPC Central Committee and State Council for review.

The plan makes clear the framework, aims and tasks, policies and measures for Beijing’s development in the future, alongside a package of solutions to sustainable urban development.

The new plan must take into account the capital city’s function and mission, said Guo Jinlong during a meeting on May 17. He added the plan must be in line with President Xi Jinping’s two visit and inspection of the city since the 18th National Congress of the CPC, when Xi identified the capital’s status as China’s center of politics, culture, international exchange, and science and technology innovation, as well as the strategy of Beijing-Tianjin-Hebei coordinated development.

The plan imposes bottom lines on Beijing’s total population, ecology and environment and urban development. The city must downsize and improve the quality of development, Guo said.

Beijing will continue to improve its urban structure to change the old development model featuring a single center, he said. The city’s functional restructuring and the reduction of non-capital functions should be pushed forward unswervingly.

As to Beijing-Tianjin-Hebei coordinated development, Beijing will be the driving force in jointly forging a world-class city cluster with the capital as the core.

Beijing will also intensify efforts on preservation of cultural relics to increase the charm of the capital city. Meanwhile, Beijing will continue to improve people’s livelihood and make new achievements in what concerns the public most.
