Beijing to boost service&goods consumption

On July 6, the “Implementation Opinions on Expanding Service Consumption and Upgrading Goods Consumption” which includes the expansion of service consumption, the upgrading of goods consumption, innovatively enlarging effective supply, and improving the consumption environment, was published.

Beijing's gross retail sales volume of social consumer goods has been ranking the first nationwide for many years in a row, exceeding 1 trillion yuan (US$ 146.78 billion) in 2015. In 2016, Beijing’s aggregate consumption -- including goods and services -- amounted to approximately 2 trillion yuan.

In the recent ten years, consumption contributes increasingly more to the economic growth of Beijing. In 2015, consumption accounted for 63 percent of the GDP of the city, 26 percentage points higher than the investment rate.

According to the "Implementation Opinions," Beijing will encourage and expand service consumption in fields including culture, tourism, sports, health, elderly care, education and training, upgrade the consumption of basic consumer goods, develop a variety of high-quality, fashionable and environmentally-friendly consumption, and integrate goods consumption and service consumption innovatively.

In the field of culture, Beijing will cultivate 400 to 500 well-known brick-and-mortar bookstores, and open public libraries, museums, art galleries, cultural centers and cultural facilities to the public free of charge. Besides, the number of football fields in Beijing will be no less than 1,610 by 2020.

In terms of convenience business, Beijing will invest 200 million yuan every year for three years in a row in convenience facilities, aiming to cover every community in Beijing with breakfast stores, groceries, convenience stores and supermarkets. In 2017, Beijing will set up or upgrade 1,000 such convenience stores for the residents.

The “Implementation Opinions” have also proposed to increase the supply of healthcare products and high-quality daily necessities, and establish whole-process quality tracing system in sectors such as food, medicine and children's products.

Meanwhile, Beijing will also take measures to upgrade downtown areas like Wangfujing, Xidan, Qianmen-Dashilanr into shopping areas.

In the tourism industry, Beijing will set up and run a series of major global tourism projects. It will dig into the value of cultural heritage such as the Forbidden City, the Great Wall, the Temple of Heaven and the Grand Canal, and develop innovative tourism products like “Digital Forbidden City” to showcase the charm of Beijing's history and culture.

In addition, Beijing will promote the renewal of IT products among the residents, and encourage its consumption by promoting new goods and services like location-based services, intelligent GPS, additive manufacturing (3D printing), robots, new-generation diagnosis and so on.

Beijing will also develop its healthcare consumption, including promoting family physician contracting service, exploring the regional registration of physicians and loosening the access to elderly care market.

The “Implementation Opinions” have specified the organizations and institutions to implement 45 detailed measures. By 2020, consumption will contribute approximately 70 percent to Beijing’s economic growth.
