Beijing will allocate 1,000 hectares of collectively-owned rural land for construction of public rental housing in the next five years, local authorities said Thursday.

Long-term rental will be encouraged with a single tenancy term no longer than ten years, according to the city's urban planning, land and resources commission and housing and urban-rural development commission.

Officials with the urban planning, land and resources commission said that from 2017 to 2021, about 200 hectares of land would be opened up for construction each year.

Rents from the houses will generate income for the farmers who hold the land rights and no sales will be permitted.

China has two kinds of land ownership -- the state-owned land and collectively-owned rural land, but since August, 13 cities, including Beijing, Shanghai and Guangzhou, have been encouraged to build rental housing on collectively-owned land.

The housing will supplement the government-subsidized housing on state-owned land, catering to demand from city dwellers.
