Beijing to further simplify procedure for enterprises registration

Beijing will further deepen reform of the business system in 2018, according to Ji Yan, head of the Beijing Administration for Industry and Commerce. Ji said at this year's working conference held on March 14 that the procedure for registration of enterprises will be simplified, so that applicants will only need to go through the whole procedure at one location, and a new enterprise can be established in the city within just five days.  

Beijing has stepped up reforms to streamline administrative process, delegate power, and improve regulation and services since 2017, aiming to fully implement a unified system that merges 15 forms of certification required of businesses into one certificate. Now, the registration process can be done entirely electronically, and the city has already issued the new type of business license with a single unified code for 1.387 million businesses. The time for the enterprise name registration in "three cities and one area," namely Zhongguancun Science City, Huairou Science City, Future Science City and Beijing Economic-Technological Development Area – key platforms through which Beijing strengthens the construction of the national technology innovation center – has been shortened to only 20 minutes.

Industry and commerce departments in the city will strength coordination and communication on specific issues, and promptly implement plans for improving the business environment this year. Administrative efficiency will be increased with the enforcement of the single-location system for registration and the simplified procedure for establishing new enterprises. Furthermore, the authorities will promote reforms to separate operating permits and business licenses and to merge different forms of certification required of businesses. 

A comprehensive analysis and integration of all kinds of certifications of enterprises will be done with the goal of merging 24 forms of certification required of businesses into one certificate, further lowering the barrier of entry for new businesses and the institutional transaction costs. A comprehensive and multi-functional electronic registration service platform will be set for the whole application and registration process.
