Beijing ramps up talent recruitment incentives, streamlines process

City officials in Beijing on March 21 announced a new initiative to ramp up recruitment for skilled personnel in science and technology, creative people in culture and art, financial management talents, patent holders of new inventions as well as professionals that the city urgently needs. Administrative procedure for moving high-level domestic talents to Beijing can take as few as five working days.

Beijing is also going to boost support for bringing in overseas talents. Positions for qualified applicants will extend from municipal institutions to include innovative establishments throughout the city. The government will provide regular recruitment projects with one-year subsidy of up to 500,000 yuan (US$79,145), and key projects with subsidy of up to 500,000 yuan each year for three consecutive years. Scientific and cultural enterprises, higher educational institutions, R&D centers, and other research associations and service providers are encouraged to hire overseas talents, for whom the municipal government will subsidize 50 to 80 percent of the salaries. 

Meanwhile, recruitment for special posts is extended from the municipal government to public institutions, state-owned enterprises and R&D centers. The posts at government agencies and public institutions will not be subject to the restraints of the total number of posts available at the organization and the personnel structure, nor will they involve with administrative ranks or professional posts. The posts can adopt various emolument arrangements, and those who make remarkable contributions can be rewarded with 500,000 to 1 million yuan. 

It will also be easier for foreign talents to obtain talent visas (R visas), work permits and long-term residential visas. It can take as few as six working days for foreigners to get the five to 10-year multiple entry visa for free, and five working days to get the five-year work permits. The permanent resident permit can take as few as 50 working days to obtain.  

For domestic talents, recruitment qualifications will no longer depend solely on academic degrees and professional titles. Instead, the city will conduct diversified assessments. People who are with the country's or city's key talent programs or hold key scientific awards can be introduced into Beijing more easily, with as few as five working days. 

Outstanding talents that undertake key national-or municipal-level scientific projects or infrastructure, and leaders or partners of innovative groups that have successfully drawn investment worth 150 million yuan in the past three years may recommend talents for their teams. Patent holders who have made a profit from their inventions may apply for the talent recruitment projects. Furthermore, the city will relax the restrictions on age and the number of accompanying family members.

Beijing will raise the incentives for successful innovative teams and talents to between 5 million and 10 million yuan, and set up financial reward of 10,000 to 100,000 yuan for people whose constructive suggestions on the city's high-end industrial development are adopted and proven effective. The city also encourages enterprises and institutes to reward the innovative groups and key members with 70 percent or above of the profits generated from their R&D efforts.

Research talents in Beijing will be allowed to temporarily leave (three to five years) their positions in universities and research centers to start their own businesses or work with enterprises. Their achievements made during the process can be used for related employment, professional title review and rewards. The previous step-by-step elevation of professional titles will become more flexible, and new titles in sectors such as creative design and artificial intelligence will be added.  

The city will also launch a new project to support and subsidize young scholars in Beijing to pursue cutting-edge research and innovation.
