Beijing's new patents on steady rise

The number of new patents in Beijing has been on a steady rise in recent years. In 2017, the city had 94.6 patents per 10,000 residents, ranking first in China.

This is according to a press conference jointly held by the Beijing Intellectual Property Office (BJIPO) and the Information Office of Beijing Municipal People's Government on April 19, ahead of the World Intellectual Property Day on April 26. 

Pan Xinsheng, deputy director and spokesperson of the BJIPO, said at the press conference that, in 2017, the number of patent application in Beijing reached 185,928, 4.75 percent more than the previous year; and the number of patent application for new inventions reached 99,167, an annual increase of 1.8 percent. Meanwhile, the city granted 106,948 patents, including 46,091 for new inventions, an increase of 4.5 percent and 11.3 percent over the previous year respectively.

Beijing has steadily strengthened administrative law enforcement on intellectual property protection in recent years. The BJIPO received 245 patent infringement complaints and investigated 964 cases involving counterfeit patents in 2017. Altogether, the city handled 1,209 patent infringement and counterfeiting cases, up 43.6 percent from the previous year.

In addition, Beijing ramped up efforts to crack down on infringement activities to improve the capital's business environment. In 2017, the BJIPO carried out several special operations in this regard, focusing on infringement activities with greater impacts on the society, such as bike sharing and drone technologies.

Pan said 2018 is an important year for building Beijing into the best region for developing intellectual properties, and the city will pursue reform of the management for new patents and create a new mechanism for the protection of intellectual property rights. The authorities will formulate an annual advancement plan for the 2018 Capital Intellectual Property Strategic Action Plan, continue to amend the Beijing Olympic Intellectual Property Protection Regulations, and accelerate the building of the China (Beijing) Intellectual Property Protection Center and the China (Zhongguancun) Intellectual Property Protection Center.

At the same time, Beijing will deepen international cooperation and build a good international image for protecting intellectual properties. The city will look to strengthen exchanges and cooperation with the World Intellectual Property Organization and intellectual property institutions in other countries and regions, and give full play to the city's Zhongguancun Intellectual Property International Registration Policy and Legal Service Center.
