Beijing simplifies procedures for business registration

Beijing has made business registration easier and faster after the local government introduced a series of measures to improve business environment.

Since the measures went into effect in March, 19,000 companies have completed registration, among which almost 80 percent of them were completed online without the need for complex paperwork.

Under the new policy, convenience store chains, within a pilot scheme, can share one business license in the same administrative district of Beijing if each branch has submitted related documents to the relevant authority. A total of 17 convenience store chains are currently under the pilot scheme.

Beijing also introduced a one-stop e-governance platform which deals with registration issues online.

"We can handle such applications entirely online without asking the applicants to come to our office," said Deng Huimin, an official with the Beijing Administration for Industry and Commerce. "We also provide free delivery of their business licenses directly to their offices."

Since the launch of the new platform, the city authorities have handled a total of 12,600 business registration applications, 80 percent of which went through the entire process online.

Each newly registered company will also be granted an official stamp by the municipal government, according to the new measure

Deng said, simplifying the administrative procedures is expected to cut a total cost of almost 60 million yuan (US$9.42 million), if calculated based on the number of newly registered companies last year, which was recorded at 194,000.

Since the introduction of the pro-business policies in March, most companies can complete their registration within 5 days.

In addition, Beijing has also introduced the "single window" model integrating various function including business registration and taxation. The 122 sites enable companies to complete their application in one go.
