Beijing approves cross-district tax payment switch

Starting from May 9, enterprises can apply to switch tax payment location across districts of Beijing. According to the capital's state and local tax administration authorities, all applications that fulfill the requirements of cross-district switch, will be approved within five working days.

The measure is aimed at easing the burden on enterprises, which were previously prohibited from switching taxpaying location from one administrative region to another. The standard for evaluating a "major-size company" has been lowered from 8 million yuan (US$1.26 million) of annual average public budget revenue for three consecutive years before switching, to 6 million yuan.

The official of Beijing's local tax administration bureau said that, the switch application will be handled by the Beijing Municipal Bureau of Finance, which will consult with the Beijing Administration of Industry and Commerce, Beijing State Tax Bureau and Beijing Local Tax Bureau. The finance bureau will also handle all relevant procedures to optimize the financial compensation mechanisms for enterprises' taxpaying cross-district switch.

The application procedure will also be streamlined. From May 9, enterprises can submit applications using online revenue services, and after receiving the applications, Beijing's state and local tax bureaus will conduct inspections to figure out whether the taxpayer has already settled the amount of tax payable, whether the taxpayer needs to pay extra tax, and whether it has unfinished tax payment cases, etc.

In the meantime, for enterprise taxpayers which pay an annual tax of more than 10 million yuan and Beijing's key tax source enterprises, the administrative authorities handling their cross-district tax payment switching has been shifted from district-level tax agencies to municipal-level, the handling period will also be shortened from 20 to five working days. Under the optimal circumstances, only one working day will be required for handling.

In addition, since the launch of the "one stop services" mechanism for Beijing's real estate registration on April 16, a total of 2,450 cases have been handled as of May 4. Among the cases, 2,115 were completed in just one visit made by taxpayers, according to the Beijing Local Tax Bureau.

The processing period for joint procedures handled by the Beijing Local Tax Bureau and Beijing Municipal Committee of Land Planning and Territorial Resources Administration, has been cut from two days to a maximum of 30 minutes. Also, the total processing period for joint procedures by the Beijing Municipal Commission of Housing and Urban-Rural Development, Beijing Local Tax Bureau and Beijing Municipal Committee of Land Planning and Territorial Resources Administration, has also been reduced from three days to 60 minutes.
