Beijing to add 30,000 in kindergarten enrollment

Beijing's municipal spending on people's livelihood has accounted for more than 80 percent of its total fiscal spending this year, and the city is expected to increase kindergarten enrollment by 30,000 this year, according to the city's finance bureau.

Reports show that Beijing will invest 52.2 billion yuan (US$8.23 billion) in major livelihood projects this year, and more than 76 percent of the investment has been put in place in the first quarter.

The city has revved up its fiscal support to meet the demand for preschool education in recent years. Since 2011, the municipal government has invested 11.5 billion yuan in preschool education, built more than 800 kindergartens, and increased enrollment by 177,000 as well as added more than 40,000 full-time teachers.

In order to grow its preschool education resources, the city will set up a special fund of 3 billion yuan in order to increase kindergarten enrollment by 30,000 this year. The fund will also help to ensure an enrollment rate of no less than 71 percent for Beijing residents, and that "inclusive kindergartens" (kindergartens that are open to the general public and charge no more than government pricing) account for no less than 75 percent of all kindergartens in Beijing.

To provide more support for preschool education, the city is building a multi-layered preschool education public service system, centering on public kindergartens and inclusive private kindergartens, with standardized operational and fee structures, and equal treatment in terms of subsidies.

Beijing will work hard to ensure the smooth operation of private kindergartens through government procurement services, rental reduction and grants.

The city is currently offering fixed subsidies and one-time subsidies for running and expanding kindergartens.

In 2017, Beijing spent 25.91 billion yuan in promoting education development. This year, the city will earmark 26.8 billion yuan to promote education quality and equality.

The municipal government is also raising pay for teachers in rural areas by implementing monthly allowances ranging from 1,400 to 4,000 yuan, in order to narrow the gaps between teachers in different areas of the city.
