Creatives at Beijing's cultural enterprises to receive 70 pct. of profit

Beijing on June 8 released a new guideline on compensation for content creators at cultural and creative companies, stipulating that they could receive 70 percent of the company's profits.

In addition, content creators at public cultural institutions and museums are permitted to work for cultural and creative companies at a part-time capacity. Beijing will first implement the guideline on a trial basis.

The document, titled "Implementing Opinions on Promoting the Pilot Development Project of Cultural and Creative Products by Culture and Relics Entities in Beijing," was jointly released by eight departments, including the Beijing Municipal Bureau of Culture, the Beijing Municipal Commission of Development and Reform, the Beijing Municipal Bureau of Finance, and the Beijing Municipal Administration of Cultural Heritage.

The day before, the Beijing Municipal Bureau of Culture, the Beijing Municipal Administration of Cultural Heritage and other departments made a detailed explanation of the new guideline, and named eight Beijing institutions under the Ministry of Culture of China and the State Administration of Cultural Heritage to participate in the pilot project.

The guideline is formulated based on an earlier document from the General Office of the State Council, "Several Opinions of the Ministry of Culture and Other Departments on Promoting the Development of Cultural and Creative Products by Culture and Relics Entities." This 2016 document specifies that cultural and creative products should be separated from public services and participate in market competition, in which private companies theoretically play the leading role. According to these regulations, the undertaking revenues, operating revenues and other revenues gained in developing cultural and creative products should be incorporated into the budget of the unit for unified management. Moreover, such revenues can be used in strengthening public cultural services, the acquisition of collections, future development of cultural and creative products, and rewarding content creators.

As for performance-based reward, an incentive system should be established in compliance with a 2015 guideline, "Implementing Opinions on the Vigorous Promotion of Mass Entrepreneurship and Innovation." Upon being approved by the congress of workers and staff, the pilot institutions may reward their content creators with 70 percent or more of the profit from developing cultural and creative products.

Personnel with relevant knowledge and skills in the pilot institutions, on the premise of fulfilling the duties of the post and completing the work, may participate as part-time workers for developing cultural and creative products of affiliated enterprises of the institutions or cooperative companies.

At present, eight of the national institutions named by the Ministry of Culture and Tourism of China and the State Administration of Cultural Heritage to participate in the pilot are in Beijing. They are the Capital Museum, the Beijing Stone Carving Art Museum, the Museum of the War of People's Resistance Against Japanese Aggression, the Beijing Museum of Natural History, the Museum of Chinese Gardens and Landscape Architecture, the China National Film Museum, the Capital Library of China, and the Beijing Fine Art Academy.
