Beijing's western Shijingshan District on June 20 initiated preparations to compete for the title of "national-level civilized area." To better serve and support the Beijing Winter Olympics, Shijingshan District will build a Winter Olympics themed road from Yuquan Road to Shougang Winter Olympics Square. Through a series of landscape designs, the themed road aims to offer a Winter Olympics cultural experience to the residents and visitors.

Shijingshan District is placing the bid for the national-level civilized area title as a top priority, according to a person in charge. To that end, the district will establish a bidding committee with four leading officials as commanders, supported by eight special working groups and community-level committees. A list of tasks will guide the progress of the campaign, indicating the positive and negative aspects of the city as well as the distinctive features that may help make the city stand out in the nationwide bid. With the support of the Shijingshan Old Neighbors—a volunteer organization—the bidding committee will coordinate a team of volunteers to strictly follow the work schedule, and to launch a series of themed activities in order to create a strong atmosphere for the bidding campaign.

As planned in the Three-Year Bidding Scheme (2018-2020), Shijingshan will continue to deepen reforms in education, healthcare, culture, sports, and elderly care, and will seize the opportunity of the Winter Olympics to promote winter sports, to optimize space utilization, and to bring convenience to the daily lives of the public.

Also, the bidding campaign will lay a solid foundation for the logistic service of the Beijing Olympic Winter Games, as it will accelerate the planning and execution of various projects, whether it be the construction of roads, transportation routes, water plants, electricity substations, or the improvement of the environment surrounding the organizing committee of the 2022 Winter Olympic Games. Through the special design and planning of the Public Winter Sports Center, the Shijingshan Stadium Complex, and the Shougang Winter Olympics Square, the bidding committee hopes to create a Winter Olympics atmosphere for the visitors. At present, the Shijingshan Stadium Complex is still undergoing reconstruction; the Shougang Winter Olympics Square has been completed, while the Public Winter Sports Center has officially started operations.

According to the Bidding Scheme, by the end of 2020, each community in Shijingshan District will build more than five sports activity centers, with a per capita sports area of more than 1.08 square meters, and each town will operate at least one youth center. Meanwhile, the government will implement comprehensive control and ecological restoration of the Shijingshan section of the Yongding River, complete 54 comprehensive parks such as the Laoshan Leisure Park (Southern Part), and start the construction of four large-scale general purpose parks such as Songlin Park, so that over 95 percent of the local residents can enjoy public green space within 500 meters from their homes.

In addition, the district will promote the institutionalization of volunteer services as well as the volunteer culture. The number of registered volunteers will account for more than 13 percent of the resident population in urban built-up areas. It will also establish a series of mechanisms such as volunteer registration, service records, membership transfer, exchange services, and incentives. Meanwhile, the district will create more than 10 neighborhood watch volunteer groups made up of senior residents.
