Beijing's Chaoyang district issues draft urban plan through 2035

Beijing's Chaoyang district issued a draft urban plan (2017-2035) on Dec. 27 for public review, mapping out its planned functions, development goals, construction size, etc. 

According to the plan, Chaoyang district will have six main functions, namely, the international first-class business center area; the international exchange area of science, technology, culture, and sports; the international community area; the capital's innovation-oriented cultural area; the demonstration area of large-scale ecological and environmental construction; and the pilot area of comprehensive high-level urbanization reform. The plan calls for the construction of a harmonious and livable international district with broad influence and strong competitiveness, with development work centered on culture, internationalization, and large-scale greening.

According to the plan, Chaoyang district will be able to support the development and construction of the Chinese capital at a higher level by 2035. A more balanced coordination between the functional distributions of work, life and ecology will be achieved. The plan also sets the development targets of Chaoyang district for 2020 and 2050.

In terms of urban spatial layout, Chaoyang district will construct a structure of "two axes, two belts and three zones." The "two axes" refer to the linkage axis which is consisted by the east extension line of Chang'an Street and its surrounding areas, and the cultural and ecological development axis which is along the north extension line of Beijing's central axis.

A person in charge at the district's planning body said that the spatial layout of Chaoyang district is of great significance. As an important area between the functional core areas of the capital and the sub-center in Tongzhou, Chaoyang district will support the interactive development between the central areas of Beijing and the city's sub-center, through the implementation of industrial transfer, the construction of efficient traffic networks, and the establishment of ecological space.

Meanwhile, Chaoyang district will invest more in infrastructure, public services, and environmental protection in its southern regions, and achieve a balanced development between its north and south by vacating and replacing functions and industries that are not in line with strategic positioning. The district will also strengthen functional coordination with surrounding areas to promote the coordinated development of Beijing-Tianjin-Hebei region.

To further promote green development, Chaoyang will construct a whole-of-district green space, build a recreational green park system that integrates urban and rural areas, and create an expansive river and lake network.

In regards to industrial development, Chaoyang district will highlight the development of high-end industries and push forward the upgrading of quality and efficiency in the future. The district will speed up the construction of a higher-end and sophisticated industrial system, and establish a high-level business environment for the enterprises.

To build itself into a cultural center, Chaoyang district will construct a multi-level and multi-dimensional space for international activities and exchanges, promote international cultural exchanges in the Chinese capital, promote the protection and utilization of old factory buildings, and encourage the development of creative culture. The district will encourage the development of innovative culture, and strengthen the protection of history and culture, especially the canal culture. 

The draft plan also specifies the detailed zoning of the district. It sets the scale of urban and rural construction land at 307 square kilometers in 2020 and 269 square kilometers in 2035, thus fulfilling the requirement of reducing the amount of construction land. 

Furthermore, the plan puts a strong emphasis on solving urban diseases and improving living quality, with an array of measures to alleviate urban traffic congestion, promote pollution prevention and control, improve the operation and capacity of municipal infrastructure, and improve the urban management system. According to the plan, Chaoyang district will optimize its housing supply system, provide solid public services such as education, medical care, old-age care, culture, sports, and life service industries that match the demand of its people, and give priorities to the improvement of various public service facilities in areas where they are lacking.
