Beijing releases plan for sub-center to curb urban sprawl

Located in Tongzhou district, Beijing's sub-center is designed to become a livable modern district that houses corporate headquarters relocated from the capital and exercises a tight control of property development, according to a newly released planning complementary to that of Xiongan New Area.


The "Detailed Regulatory Plan for the Sub-Center of Beijing (Draft) for 2016 to 2035" was approved by the CPC Central Committee and the State Council on Dec. 27, 2018, and released Thursday.


According to the plan, the sub-center is to become one of the new “two wings” of Beijing, with Xiongan New Area being the other wing.

  

The new plan aims for the sub-center to become a comfortable and livable district that highlights a balance between the population and the capacity of the environment. The plan sets a 2035 target for the sub-center to have around 1.3 million permanent residents and about 100 square kilometers of construction land. Its population density is planned to become 9,000 people per square kilometer. 


The sub-center is designated to fulfill the three main functions of government administration, business services, and culture and tourism, and will house some city-level administrative functions and a population relocated from the capital. Also, it will be home to a cluster of corporate headquarters moving out from the Beijing's city center.


In addition, the plan positions the sub-center as a district devoid of "urban ills" by offering high-quality public service facilities for education, healthcare, culture, and sports. To meet the housing needs of residents, a housing system that ensures supply through multiple sources will be put in place, housing support through multiple channels be provided, and both housing purchase and renting be encouraged. 


The sub-center will be built into a world-class livable district, a new-type urbanization demonstration area, and a demonstration area for the Beijing-Tianjin-Hebei coordinated development, according to the plan.


The plan stipulates that unified standards should be established in promoting the coordinated development of Tongzhou district and its bordering three counties in Langfang, Hebei province. A tight control over property development in the surrounding areas of Tongzhou should be treated as a priority.
