Beijing announces 31 livelihood projects for 2019

During the 11th session of the 15th Standing Committee of Beijing Municipal People's Congress (BMPC) on Thursday, the city confirmed 31 livelihood projects for 2019. They include opening three new subway lines, increasing kindergarten enrollment by 30,000, addressing prominent property management problems, and widening inspection to cover 28 types of food and drugs.

The projects were announced on Friday. The municipal government will also supervise the projects to ensure smooth operations. Some BMPC deputies and members of the Beijing Municipal Committee of Chinese People's Political Consultative Conference will also be invited to supervise project implementation. 

In addition to increasing kindergarten enrollment, Beijing will also build 100 more primary schools.

The municipal government will provide guidance this year on its website at www.beijing.gov.cn to help companies and individuals to have better access to municipal policies.  

In terms of health services in rural areas, Beijing intends to build, renovate, and expand 46 rural clinics, and dispatch doctors to 80 remote rural areas weekly. The city will also cultivate 90 medical students in junior colleges to work in rural areas after graduation.

One of the project is the construction of psychiatric counseling centers. The city will build 50 such centers in its communities, providing residents with professional and convenient services. The online platform for public legal services will also be improved, making it easier for people to obtain legal counsel, legal assistance, and conflict mediation. 

To improve housing, Beijing plans to construct new buildings and acquire and renovate existing buildings. To meet public demands, they city will begin adding 50,000 units of public rental housing and 60,000 units of subsidized housing, as well as complete 70,000 units of subsidized housing. 

To assist seniors and people with disabilities, Beijing will continue installing elevators in old buildings, starting on 400 sets and finishing half by the end of the year. It will finish inspections on 3,500 old elevators in 2019 and address any potential risks. The water supply network of 400 residential areas will be renovated to provide residents with better water.  

In addition, Beijing plans to address prominent problems of property management. It will focus on issues like the difficulty to connect with the 24-hour phone answering service, low efficiency to fix problems, and broadband monopoly within communities. The city contrives to build a supervision system to ensure that issues raised by home owners can be addressed swiftly. Meanwhile, Beijing will continue to promote a free mobile app for home owners and plan to finish the verification of home owners in over 500 residential areas, making their homes more secure and comfortable.

To add convenience to the daily lives of residents, Beijing will equip convenience stores with books, audio and video products, and newspapers. Also, Beijing will pilot a program of allowing convenience stores to sell over-the-counter drugs and medical equipment. Moreover, the city will encourage government institutions and private companies to open their doors to local residents, establishing 200 community centers using their facilities. In newly built residential areas and urban-rural fringe zones, Beijing intends to create 100 "15-minute service circles."

Public transportation in Beijing is going to become even more convenient. In 2019, Beijing will open three new subway lines: the eastern extension of Line 7 from Jiaohuachang to Universal Beijing Resort, the southern extension of Batong Line from Tuqiao to Universal Beijing Resort, the first phase of New Airport Line from Caoqiao to New Airport Line North Terminal. Eighty bus lines will be altered and optimized. The construction of the eastern section of Guangyan Road will be done with a greater speed. Throughout Beijing, 1 million square meters of roads and 850 kilometers of bike lanes will be renovated and maintained, and 5,000 more underground parking spaces will be provided. To alleviate traffic jams, road signal at 100 intersections and overpasses will be optimized, and 10 main roads will have coordinated lights creating green waves to allow continuous traffic flow. 

In 2019, Beijing will inspect streets without lamps and finish the installation of lamps for 100 streets, making them safer for people in the evening.

To safeguard public health, Beijing is enhancing food and drugs sampling inspections covering 28 types of frequently used and consumed food, drugs, medical equipment, and cosmetics. Also, 70 agricultural production bases will be built in areas outside Beijing, connecting production with sales and making the process traceable so as to improve the quality and safety of food.

Beijing will provide all primary schools, middle schools, daycare centers, and nursing homes with safe food through "sunshine food and drink" project, and continue to improve the services of 3,000 restaurants to meet public needs.

The deficiencies of medical emergency response will be gradually addressed, with the construction of 20 medical emergency stations in 2019. Furthermore, the stations responding to an emergency will follow a protocol that allows no diverting of responsibilities to other departments or facilities.
