Luohu seeks quality development through projects and reforms

Luohu will initiate about 30 projects on finance, industry, infrastructure construction and improvements to people's livelihood this year, according to a news conference by the district government on March 29.

Some project contracts were signed in a ceremony held alongside the news conference.

These projects, which require hundreds of billions of yuan in investment, are expected to further integrate the district into the overall construction of the Guangdong-Hong Kong-Macau Greater Bay Area.

He Haitao, Luohu Party chief, said the ceremony is like a mobilization order for Luohu to start a new chapter in its reform and opening-up.

He said that the district will contribute to building Shenzhen into a model city of socialism with Chinese characteristics. These projects, he said, shows Luohu's sense of responsibility in the new era, and, if well carried out, will be like "birthday gifts" to Luohu, as this year marks the 40th anniversary of its founding.

"Over the past four decades, Luohu has never stopped working to improve its process of reform and opening-up. Now, our work should be focused on the construction of the Greater Bay Area andurban reconstruction is part of it, the district should consolidate its confidence and resolve to seek increment development from existing resources and seek incremental development, overcome challenges inherent in the process of reform, and seek high-quality sustainable growth through innovation and transformation," He said.

Reform and opening-up measures have guaranteed Luohu's fast development over the past 40 years, and the district will continue to deepen reforms and expand its opening up, said Luo Yude, head of the Luohu district government.

Luohu has carried out more than 500 reforms relating to the reconstruction of old neighborhoods, medical care, education, consumption and community governance since 2012.

In the news conference, the district government also released the Reform Plan of Luohu District in 2019.

Li Xiaoning, director of the District Reform Office, said that Luohu will focus more on reforms that can boost its quality and sustainable growth, improve its urban areas and promote social order and work safety. Also, government departments should further improve their work efficiency and always uphold the leadership of the Communist Party of China, so as to ensure that all relevant parties can take part in the construction and governance of society and share in the fruits of its development.

The total investment on urban renovation projects, which include artificial intelligence, life and health , information technology and headquarters economy , hit 21.1 billion yuan ($3.14 billion).  

"Luohu improves the quality of its urban areas and renovates its old urban areas at the same time, and is committed to taking a lead in the construction of a vigorous world-class city cluster. It unflinchingly promotes the transformation and upgrading of its industries, and is dedicated to take a lead in the construction of an international innovation center with global influence," He said.

The Luohu district has provided 3,498 government-subsidized houses to talents and needy families, 236 public rental houses to homeless families, and has given 280 million yuan in subsidies to these families.

"The government has made it its goal to meet the pressing needs of its people and enable people to feel more satisfied. We must make sure the projects related to people's livelihoods are completed in an appropriate fashion," said Fan Defan, deputy head of the Luohu district government.
