Luohu revises urban renovation document

Luohu has revised the first district-level urban renovation document in Shenzhen that it rolled out late last year. This document has proven valuable to other districts of the city, which have drawn valuable lessons from it.


To resolve new problems arising during the process of urban renovation since the document plans were implemented, the Luohu district government recently completed its revision of the document.


The changes to the document are based on some newly issued policies, new requirements by the city's authorities, and also heeds the experiences of other districts.


Some new mechanisms on the overall planning, social risk prevention and control, industrial entry, project supervision and the clean-up and disposal of outdated planning appear in the revised document. Some of these changes, such as the supervision of industry development in the urban renovation projects and the design of public artworks were initiated by Luohu.


The document requires government departments to be more responsive to people’s appeals, pay more attention to protecting their property rights and ensure the quality of urban renovation projects.


Also the government should be prudent in giving authorization only to qualified and appropriate industries relocating to urban areas after the reconstruction of the old city.


The making and implementation of the document is part of Luohu’s reform to delegate power to the lower levels. It is believed that the amended document can improve urban management and renovation, and is of great value as a form of reference to other districts in Shenzhen.
