County in Anhui dramatically slashes poverty

Lujiang county, located in the center of eastern China's Anhui province, has developed a series of innovative policies for poverty alleviation and rural revitalization in recent years, resulting in remarkable progress in this regard.

According to local authorities, there are now only 51 impoverished families among a total population of 1.2 million.

Statistics show that by 2016 in Lujiang, all 24 impoverished villages registered in 2014 had since been lifted out of poverty. The percentage of people living in poverty decreased from 7.5% in 2014 to 0.004% in 2018, with the rural poor population falling by 90,265.

Officials revealed that the progress could primarily be attributed to their new classification categories of vulnerable groups and targeted policies to reduce and prevent people from slipping back into impoverishment.

Vulnerable groups have been classified into three categories according to their capacities and living conditions. While all of them enjoy equal social welfare policies – food, clothing, housing, education, and medical services – the poorer can access extra subsidies, such as home renovation grants and income support.

Lujiang is also modernizing its agricultural industry to further reduce rural poverty.

"We have established 12 village-based brands in 2018, supporting 49 farming projects that help over 400 families living in poverty by transferring land usage rights, sharing dividends, and creating job opportunities," said a local official.

So far, a total of 100 million yuan ($14.5 million) has been issued by the local government to develop five key industries: the integrated production of crayfish and rice, the cultivation of green fruits and vegetables, tea production, fruit forest planting, and the making of brand name food products.
