The Luohu authorities organized a seminar on the district's health care reform in the Shenzhen Center Bookstore on July 13.

Some political advisors of Luohu as well as medical care experts took part in the discussions under a theme of "healthy Luohu and healthy Bay Area".

Dai Beifang, chairman of Shenzhen Municipal Committee of the Chinese People's Political Consultative Conference, the city's top political advisory body, and He Haitao, Luohu Party chief, also attended.

In Luohu currently there is a ratio of 4.78 family doctors for every 10,000 residents, which is markedly higher than the national average level. Experts at the seminar believed Luohu should further deepen cooperation on personal exchanges and in the field of Chinese traditional medicine with the rest of the Guangdong-Hong Kong-Macao Greater Bay Area in promoting health care reform

Luohu has implemented a people-first health program since 2015. Great attention has been paid to constructing a "whole life" health service chain. Luohu's experience in forming a medical consortium that makes it more convenient for the public to consult a doctor at an affordable price, is now being promoted as the "Luohu model" for the reference of the rest of the country. This has also been recognized by the World Health Organization.

In Luohu, doctors working for both private and public hospitals of various levels are encouraged to join as one team to help patients with chronic disease management, health promotion and health education.

Luohu is also giving full play to the role of medical insurance in not only helping people to treat their diseases, but also promoting public health.

Sun Xizhuo, head of the Luohu Hospital Group, stressed that the master plan of the Greater Bay Area development not only advances the cities but also their hospitals, strengthening cooperation and exchanges of medical and health care talents.

"It is necessary for Shenzhen to further tap into the Greater Bay Area's rich resources in talents to improve the city's medical care and technological levels," Sun said.

Other experts urged increased exchange programs in medical care education and also among various hospitals, and suggested local governments should work together to remove all institutional obstacles, such as the different personal income tax policies and medical staff management systems, to pave way for the free flow medical talents in the Greater Bay Area.

Seminar attendees called on Luohu to take advantage of its strengths to provide more customized and convenient medical services to not only its own citizens but also Hong Kong residents living and working in the district.
