The Shanghai government released a survey report Wednesday on a deadly factory building collapse that occurred on May 16, according to the municipal bureau of emergency management.
The building collapsed in Shanghai's Changning District, killing 12 people, seriously wounding 10 others and causing a direct economic loss of about 34.3 million yuan (4.85 million U.S. dollars).
The survey revealed the direct causes of the accident included the building's main wall that did not have enough bearing capacity and was not reinforced during construction, and the overlap of the workers' living area and the construction area.
It also suggested transferring eight people who were responsible for the accident to the judiciary, and imposing administrative punishments on three related enterprises and those in charge.
