Luohu to focus on improving business environment and people's livelihoods

The seventh meeting of the seventh People's Congress of the Luohu District was convened on Jan.3 and Liu Zhiyong, head of the district government, delivered a government work report to the top legislature of the district.


In 2019, more than 30,000 businesses were registered in Luohu, up 17 percent from that of 2018, and a total of 31 licensed financial institutions and eight large-scale enterprises set up their branches or headquarters in Luohu. This shows the constant improvement and optimization of its business environment, according to the government work report.


Luohu has also deepened its reforms in the areas of education, medical care, social security and cultural affairs. Last year, the government invested 133 million yuan on 1,300 projects to improve its people's livelihoods, and provided 1,357 government-subsidized houses for its needy residents and people who relocated to the district for work, the report said.


The district government has also spent 657 million yuan to boost 1,049 projects on industrial transformation and upgrading, and the overall reduction of fees and taxes on enterprises amounted to 12.14 billion yuan, said Liu Chuwen, a delegate of the congress and head of the administrative service data management bureau.


The district government has also streamlined the procedures of some business-related affairs, improved its work efficiency and service quality by taking advantage of information technology.


Xia Lingjie, deputy vice-president of the Baoxin Industrial Group and a member of the Luohu District People's Political Consultative Conference, said that the level of service and efficiency of all relevant departments of the Luohu government are praiseworthy. He added it is obvious that they are trying to become much more service-oriented, provide thoughtful services to enterprises and help them resolve their practical problems.


The district government will continue its efforts to improve and reform its enterprise service system this year and build a first-class business environment, improve its pro-business policies, optimize measures to attract investment, implement tax cuts, and build two headquarter towers.


Wang Xianhua, president of Shenzhen Pacific-Net Logistics Inc and a delegate of the congress, said that quality development is essential for the building of a stable, fair, transparent and predictable business environment. He suggested that Luohu should further redevelop its old urban areas to create more land and space to accommodate new industries. Wang also added that the district should further optimize its talent policy to ensure that working professionals relocating to Luohu can settle down and contribute to local development.


To fulfill its duty and not let the people down, the Luohu government will heed the suggestions and focus its efforts next year to improve people's livelihoods and its business environment.
