Luohu's 'indelible' contribution to Shenzhen's education cause

As the earliest district founded in Shenzhen in March of 1979 and a trailblazer of the implementation of the nation's reform and opening-up policies, Luohu has contributed indelible contributions to the city's institutions of education.

Compared to the roots of Shenzhen's education systems, Luohu offers arguably the best education opportunities in the city, and it boasts many honorary titles, including district strong in education in Guangdong and national education pilot demonstration district and provincial advanced district in promoting education modernization, according to Chen Qiuming, chief of the Luohu Education Bureau.

Zhong Jinggao, a veteran educator of Luohu, recalled Luohu's rise in the field of education: "It was really the memorable good old days when all worked hard for the same goal."

Du Xiaoyi, another famous educator of Luohu, said, "Luohu is a place where educators can realize their dreams."

This year marks the 40th anniversary of the founding of the special economic zone in Shenzhen, and Luohu also has a historic opportunity to seek new development in its education cause.

According to Chen Qiuming, Luohu employed a batch of famous teachers from across the country to meet the needs of the newcomers, who flocked to Shenzhen to pursue their dreams and wanted their children to enjoy quality education. This was happening in the 1980s, and these teachers laid a solid foundation for Luohu as fertile ground for education in the city.

Zhong Jinggao, who had worked in Luohu for 17 years, used to work as headmaster of the country's first private school, Shenzhen Mingzhu School, during which time the school was not only saved from the brink of bankruptcy but also developed quickly as a prestigious city school.

When he worked as headmaster of the Cuiyuan Middle School between the years 2000 and 2007, he led the school to a new height.

He said, "Shenzhen started from Luohu. At that time, Luohu had all kinds of talents. It was starting from a high point. I was lucky to be there and worked together with my coworkers. That memory is still fresh today."

Zhong is now headmaster of Shenzhen Experimental School.

Du Xiaoyi expressed her gratitude to a number of teachers and headmasters she met during her time in Luohu, saying that they have played important roles in encouraging her to test new English language teaching methods. She has accumulated rich teaching experience during those years, and it has proven invaluable for her in becoming headmaster of the Luoling Foreign Language School.

"Teachers in Luohu are down-to-earth and hard-working," Du said with regard to her impression of Luohu teachers.

Pi Aimin, a former headmaster of Sungang Middle School, came to Luohu in 1991. He said many graduates from Luohu have now become the backbone for the city's development.

Pi said Luohu has made "indelible" contributions to Shenzhen's development.

For instance, Luohu has piloted many educational reforms in Shenzhen. Shenzhen's first batch of bilingual education schools — Cuizhu Primary School and Luoling Primary School — came about the early 1990s, and the home-school cooperation education project was launched in Luohu.

Home-school cooperation is an important reform in Luohu piloted to let families play a bigger role in education.

In June of 2018, Luohu rolled out a new education reform plan that deals with almost all aspects of its education system. Its purpose is to improve the coverage, efficiency and quality of its schools. Luohu parallels education reform with urban upgrading, shantytown renovation and medical care reform, which constitute the four priorities of the district government.

The efforts it has made in education reform have paid off over the past two years and beyond. Now, it has six middle school and primary school education groups and three early childhood education groups, and many talented educators have been attracted and cultivated in Luohu, winning honors of various levels.

Some of Luohu's education reforms that have proved to be effective in boosting the availability of quality education have been rolled out elsewhere in the country.

The district vows to further step up its efforts to better meet the people's rising needs for quality education. It has also vowed to make education-based resources more fairly distributed in its jurisdiction.
