Beijing's sub-center to scale up in 14th Five-Year Plan period

Beijing's sub-center in Tongzhou district will focus on green development, innovation, coordination and opening-up in the 14th Five-Year Plan period (2021-2025), said Zhao Lei, district chief of Tongzhou at a news conference on Monday.

The sub-center has formulated a development plan for the next five years, aiming to build itself as a vital part of the new development paradigm, become a gateway of the coordinated development of the Beijing-Tianjin-Hebei region, and build itself into a demonstration area of national green development.

From 2021 to 2025, Beijing will push forward infrastructure construction in the district, including building a high-quality and comprehensive transportation network that allows residents to commute to the downtown area within half an hour. The city will also construct facilities for flood prevention and improve the district's flood control standard. A safe, green and low-carbon energy system for urban facilities will be built to better respond to emergencies and risks in the future. 

The center also aims to make breakthroughs in helping coordinate the development of the Beijing-Tianjin-Hebei region by improving the mechanism for coordinated development, pushing forward the connectivity of the transportation network, and building a system for innovation-driven industrial development and a regional ecosystem for shared benefits and better services. 

In addition, the district also plans to improve its functions in four aspects. First, the district will work to attract 200 financial management institutions and at least 40 companies to set up headquarters in the sub-center, and move the second group of Beijing municipal government department to the area. It will also advance the development of culture and tourism, including building the second phase of the Universal Beijing Resort. 

Second, steady progress will be made in environmental protection. The city aims to increase the forest coverage in the center to 36.5%, and promote a green and low-carbon way of life. 

Third, the sub-center will maintain regional GDP growth of 8% in the coming years, with annual investment reaching more than 100 billion yuan.

Fourth, the sub-center plans to further improve people's livelihoods by building 14 public service centers and carrying out 100 city renovation programs in the next five years, and to modernize the sub-center's urban governance system and capacity. 

The plan also outlines the long-term goals for 2035. By then, as one of Beijing's "two new wings" along with Xiong'an New Area, the sub-center aims to become a model of quality-driven development and an example of urban development in the new era.
