Beijing releases 5-year plan on international exchanges

The CPC Beijing Municipal Committee and the People's Government of Beijing Municipality recently deliberated on and passed "The Plan on Strengthening Beijing's Role as the Center for International Exchanges During the 14th Five-Year Plan Period."

Feng Jian, deputy director general of the Foreign Affairs Office of the People's Government of Beijing Municipality, said at a press conference Thursday that this is the city's first five-year plan to build itself into the center for international exchanges. 

Feng said Beijing's efforts to become the center for international exchanges should be based on national conditions, instead of simply copying other countries' experience. He added the plan is expected to demonstrate a development path with Chinese characteristics for a new era, and matches with Beijing's local conditions.

According to the plan, the Chinese capital prioritizes two major goals for improving its role as the center for international exchanges - to serve major diplomatic activities of the country and to pursue high-quality development.

To build Beijing into a primary stage for top-level international exchanges and diplomatic events in China, the city will continue to boost its capacity for providing professional services and security work, setting a good example and becoming an important window that demonstrates exemplary practices of major country diplomacy with Chinese characteristics, the plan says.

Focusing on major tasks, such as the "two-zone" development and the building of a world-leading hub for sci-tech innovation, the plan calls for Beijing to ramp up efforts to optimize the service and business environment, in a bid to attract international organizations, headquarters of multinational enterprises, centers for research and development, and international professionals, and transform these resources into the drivers for high-quality growth of the city. 

According to the plan, three lists of duties were specified for different departments to implement in the coming years, including 151 major tasks, 78 major projects, and 31 items of policy innovation.

As part of the city's efforts to bolster the "two zones" construction and push forward the building of the center for international exchanges, Dongba area is set to become a major area for international exchanges, the service trade, and cross-border commerce, as well as a window to demonstrate the cultural image of the capital city. According to the construction plan, Dongba area will cover a total area of 35.5 square kilometers.

In addition, the city is rolling out preferential policies in the medical health sector, such as strengthening the international healthcare service system, moving toward greater openness in the sector, and further promoting the use of traditional Chinese medicine. 

To make entry-exit applications easier and more convenient for foreigners, Beijing has set up 10 entry-exit service departments in areas where many foreign companies are located and places where many foreigners work, live, and study. 

Beijing also set up one-stop service windows in the entry-exit administrative centers of Tongzhou, Daxing, and other districts, so that foreigners can apply for both their work and residential permits at the same place. The average approval time for a permit has been cut from 17 to seven working days.
