Report highlights achievements in building Digital China

Solid progress has been made over the past five years in building a "digital China," with China's digital economic size now ranking second in the world, according to the "Digital China Development Report (2021)" officially released at the opening ceremony of the 5th Digital China Summit on July 23, 2022.

The report, issued by the Cyberspace Administration of China (CAC), reviews the efforts to advance the Digital China initiative and proposes visions for its construction in 2022.

China has built the world's largest and most technologically advanced network infrastructure, the report says. By the end of 2021, China had nearly 1.43 million 5G base stations, accounting for more than 60% of the world's total, and all its administrative villages had access to the broadband network. 

The value of data resources has been released at a faster pace over the past five years. According to the report, from 2017 to 2021, China's data output increased from 2.3 zettabytes to 6.6 zettabytes, accounting for 9.9% of the world's total and ranking second in the world. The big data industry has grown rapidly, with its scale rising from 470 billion yuan in 2017 to 1.3 trillion yuan in 2021.

China's digital economy increased from 27.2 trillion yuan in 2017 to 45.5 trillion yuan in 2021, becoming one of the main engines driving economic growth.

The efficiency of digital government services has been significantly enhanced. Online and one-stop services are provided for over 90% of the items requiring provincial administrative licensing. Digital technologies have also played a vital role in responding to COVID-19 and advancing socioeconomic development.

Digital-based social services have reached more people. From 2017 to 2021, the number of internet users in China increased from 772 million to 1.03 billion, while internet usage reached 73% nationwide and 57.6% in rural areas.

The report also released an evaluation of Digital China building across the country in 2021. The provinces of Zhejiang, Guangdong, Jiangsu, Shandong, Fujian, Hubei and Sichuan appeared in the top 10 alongside the cities of Beijing, Shanghai and Tianjin. Regions were ranked in terms of overall digital-based development level, including indicators of digital infrastructure, digital technology innovation, digital economy, digital government, digital social governance, network security and development environment.

The 5th Digital China Summit, co-sponsored by authorities including the CAC, Ministry of Industry and Information Technology, and the Fujian provincial government, was held in Fuzhou, the capital of Fujian province, from July 23-24, 2022. It focused on innovation-driven changes and digitalization-led landscapes in pursuing the Digital China initiative.
