Beijing lawmakers act to step up cultural relics protection along Central Axis

A new regulation designed to protect cultural relics along Beijing's historic Central Axis will take effect on October 1, marking a key step in its application for World Heritage Status before 2035.

In line with the requirements of the World Heritage Convention, the document outlines numerous arrangements which specify the targets of protection, introduce tailored preservation measures, and encourage wider public engagement.

The Beijing Central Axis is 7.8 kilometers long, starting in the south of the city from the Yongding Gate and ending with the Drum Tower and Bell Tower in the north. It is a complex of imperial buildings, urban management facilities, and historical avenues, as well as modern public buildings and spaces in the old city of Beijing.

The regulation highlights an integrated preservation approach that incorporates both the Central Axis and its intangible components, such as traditions concerning rituals and urban management.

To preserve the integrity and authenticity of the Central Axis, the regulations put forward tailored measures for different targets. For example, the layout of buildings on both sides should remain complete and continuous; urban landmarks and historical building complexes that are symmetrically located along the axis should be protected; and the height, color, and fa?ade of buildings located in the areas should adhere to other strict regulations.

Construction in the protected areas should also apply for approval first in accordance with relevant laws and regulations.

More historical sites along the axis will open for public visits to better revive the area's cultural heritage. Beijing encourages universities and scholars to study the historical value of these sites, and plans to host more folklore activities for students and local residents.

The regulation also calls for coordinated efforts in heritage preservation and tourism activities.

In addition, the regulation encourages more people to participate in the preservation and utilization of the Central Axis by conducting research, promoting policies, and making donations. It requires relevant institutions to set up a communication mechanism with local residents and listen to their opinions on heritage preservation.
