CAIRO -- Egypt is dissatisfied with the prolonged period of negotiations with Ethiopia over the filling and operation of the Grand Ethiopian Renaissance Dam (GERD) built on their shared Nile River, the Egyptian Foreign Ministry expressed in a statement on Thursday.

Egypt's Deputy Foreign Minister for African Affairs, Hamdi Sanad Loza, said that "Egypt offered the Ethiopian side a fair proposal regarding the rules of filling and operating the dam to achieve Ethiopia's goals of power generation and preserve at the same time Egypt's water interests." ANKARA -- At least four people were killed and 13 others badly wounded in Turkey's southeastern province of Diyarbakir in an explosion caused by roadside improvised explosives, the Diyarbakir governor's office said on Thursday.

The explosives were believed to have been placed by the Kurdistan Workers Party (PKK) militants, the office said in a statement, adding the blast occurred in the Kulp district of the province. (Turkey-PKK)

ADEN -- At least four pro-government army members were injured on Thursday in a motorcycle bomb attack against a military checkpoint in the country's southeastern province of Hadramout.
