Opening Speech at the Second China-U.S.Internet Forum

On the basis of unremitting efforts and bearing in mind the concept of "creating a harmonious network and a harmonious world," China has gradually developed a regulatory system that has a strong legal basis and integrates administrative management, industrial self-discipline, technological guarantee and public supervision, so as to ensure orderly, sound and rapid development of the Internet sector. At the same time, all involved parties are encouraged to participate in the regulation of the Internet, thus forming a system under which each party shoulders specific responsibilities and join forces with other regulatory forces. It's a common task of the government, businesses, civic organizations and Internet users to build, use and regulate the Internet properly.

The ISC is the biggest civic organization in China's Internet community. Since its inception, the ISC is committed to promoting the prosperity and development of China's Internet industry. It has always been acting in an innovative, cooperative and open way to effectively serve its members, the Internet industry and the decision-making government bodies.

In 2008, we take a series of measures to maintain the harmonious and sound development of China's Internet industry, such as the improvement of the industrial selfdiscipline system, the business credibility rating, the mediation of Internet copyright disputes, the promotion of user-friendly online cultural products, the establishment of platforms for spam reporting and the crackdown on malicious softwares. We have held a lot of welfare activities to expand the coverage and promote the application of the Internet, as well as speed up the formulation and implementation of information accessibility criteria, so that this technology can benefit the whole society. We join hands with Internet businesses, including those in the United States, to cope with junk mails, curb infringement on copyrights and piracy, and safeguard Internet security. All these efforts aim to create an information society where every one has access to information and everyone can benefit from information.

Regarding the Internet development, it's true we have both common points and differences and we are complementary to each other in many fields. We share the same 16 responsibility and obligation, as well as the same expectations and objectives. We have numerous reasons to cooperate in addressing our common and unique problems. The Chinese Internet community needs to learn from our U.S. counterparts' experiences and effective ways in developing and regulating the Internet.

Ladies and Gentlemen,

The year 2008 marks the 30th anniversary of the initiation of China's reform and opening-up drive. Thirty years' reform and opening up has transformed China into an increasingly prosperous and open country. The Chinese people have shown their strong interest in the Internet. Sincerely, we'll make further cooperation and exchange with friends in the Internet community from all over the world, to jointly create a healthier and more prosperous and harmonious Internet world that will benefit everyone. Let's work together for a better future!
