Assisting Laid-off Women Workers (LOWWs) in Reemployment and Venture Creation Project (hereafter referred to as the Project) is an international aid project cooperated by UNDP, AusAID and Chinese Government. The Project is implemented by ACWF through Tianjin Women's Federation (TWF). It accepted international aid fund of USD 1.882 million, in which USD740,000 from UNDP, USD1.142 million from AusAID. Tianjin Municipality invested RMB 15,279,500 Yuan.

The overall target of the project aims to contribute to job creation and reemployment for laid-off women workers in China's urban areas through employment information and consultancy networking, strengthening of training capacity, and new venture creation services.

Five immediate objectives of the Project are:

1. To strengthen the capacity of the TWF's "Reemployment Service Center" as well as its 9 district centers and their affiliates. Such a move will help achieve an effective labor market information network and integrate the TWF employment information system into the overall employment information network of Tianjin Municipality. This in turn will promote equity of opportunity and treatment in employment. By way of international aid, TWF Network has already developed, and served for LOWWs in employment and start-up information.

2. To strengthen the TWF's training capacity to design and manage training and retraining programs according to market needs. By now, the Project developed all round training and consultation. More than 40 training classes have been held on the subjects of gender awareness, start-up know-how, business management, financial control, marketing, policy & regulation and professional skills etc. Their knowledge has been widely used and has obtained positive results.

3. To build a model of Micro-credit Fund (with consultancy services) to support LOWWs who intend to found their own ventures as well as upgrade existing women-managed enterprises. In contrast with the old form of poverty-alleviation, we concerned their regaining effect, selected proper projects for them and helped them by the start-up money to realize their self-development. The total input for the micro-credit scheme accounted for USD 900,000, of which UNDP, AusAID and Tianjin Municipality each offered USD300,000. By the end of August 2004, 4462 person-time beneficiaries have received RMB 21.98 million Yuan small loans, with 99% repayment record.

4. To create a model business incubator for women in Tianjin under the guidance of a board of directors and the care of TWF to accommodate projective women micro/small-enterprises that will provide employment and with growth potentials. Tianjin Women's Business Incubator Center (BIC) has been built. It covers a total area of 4,888㎡, the floorage is 5,618㎡. It has been offering start-up training, policy assistance, promotion services and operational premises. It is also the first of its kind in China which introduces the concept of business incubator into the area of employment and venture creation, developing through incubation small & medium sized enterprises created by LOWWs or those employing LOWWs, raising greatly their social status and role, so as to promote the economic development in Tianjin. Till August 2004, the incubator has been achieved in the incubator-50 firms occupied 95% of the total BIC space.

5. To recommend the Tianjin model to the Central for consideration for countrywide replication. A series of successful experiences fitting urban poverty-alleviation, women venture creation and self-development have been explored, and panned to disseminate to other cities in China by this meeting.
