During the Tenth Five-year Plan period, the State Power Corporation
will push forward the construction of the project for "power
transmission from west to east" by three channels of north,
central, and south and the mutual power supply from north to
south. In this way it aims at forming a nationwide electric
network with the exception of Tibet Autonomous Region, Xinjiang
Uygur Autonomous Region, and Hainan Province as reported from
the 2001 Work Conference of the State Power Corporation, thereby
setting up a unified, fair and normalized electric market system.
During the period,
the total investment by the State Power Corporation will reach
RMB 600 billion, in which some RMB 170 billion yuan will be
used on trunk network and about 190 billion yuan on the network
in urban and rural areas, accounting for 60 percent of the
total investment. And more 63,00- km long 220KV or above electric
transmission line will be put up and increase well as 226
million KVA electric converting capacity, thus to complete
the urban and rural electric network reconstruction.
As reported, over
the past five years, China has made great achievements in
the electric power industry. By the end of 2000, the generating
sets China installed witnessed a combined capacity of over
300 million KW and it was the world second in both general
installed capacity and yearly electricity generation. Therefore,
China has stepped into the new development period for achieving
the most optimum distribution of resources and nationwide
networking project instead of building large-scale electric
network, big generating sets, super-high voltage, and high-level
automation as did in the Ninth Five-year Plan period.
Along with pushing
forward the nationwide networking project, which includes
the projects of "power transmission from west to east"
and "mutual power supply between north and south",
the State Power Corporation will strengthen the structural
adjustment and the system reform. This is centered on severing
the government role from enterprise management, separating
generating plants from electric network and cutting up distribution
from sales and transmission from distribution. It will also
expand its economic scale and benefits by upgrading technological
level. By 2005,the State Power Corporation is to achieve the
220KV-and-above electric transmission line of 210,000km, electric
converting capacity of 580 million KVA, and to sell electricity
of 1.2 trillion KV-hour, with a yearly increase of seven percent.
