In order to deeply carry out the spirit of the Sixteenth National Congress of the CPC, to earnestly put into practice the important thoughts of "Three Represents", and it is the utmost fundamental point for the public security agencies to adhere to the mentality of enforcing the law for the people by representing fundamental interests of the vastest population. People's interests are of no trifles. In order to further facilitate and serve the people and protect their interests, Ministry of Public Security, based on deep research and wide collection of feedbacks from the people and all works of life in the society, decides to carry out successively thirty measures for facilitating and benefiting people in the administration of household register, traffic, entry into and exit from the country, and fire control. 1. Administration of household register (1) Those graduates of the present year from colleges and universities, who are going to work in the western regions, may transfer their registered residence of their own accord to the regions where they are working or back to their original domicile. (2) Both people investing or setting up industries in the west part of China and all types persons of ability required by the development and construction of the west part of China are not requested to move their household registration from its original place. Those, whose household registration has already been moved to the west part of China, may return their household registration to the original place if they move back to its original place of household registration to work or live in the future. (3) Those senior and semi-senior professional talents who have registered their residence in large or medium-sized cities and are going to work in small towns or rural areas may reserve their registered residence. (4) Those students who are enrolled by general colleges and universities and technical secondary schools can decide whether they should transfer their registered residence or not at their own discretion. (5) The permanent residence of newborn babies can be registered in the residential place of either their father or mother according to the decision of their parents. (6) The provision of canceling the registered residence of those persons going abroad or leaving the country for over one year (except for those having permanent residence abroad) has been revoked. (7) The provision of canceling the registered residence of those persons being sentenced to imprisonment or judged to labor education and rehabilitation has been revoked. 2. Traffic administration (8) The upper age limit for persons who are permitted to take examination and obtain license for driving small automobiles is extended to 70 years from the current 60 years. In case persons holding the license for driving the permitted model of small automobiles are older than 70 years, their license shall be examined annually, and they may continue driving if they meet the required conditions after physical examination. (9) The soldiers on active service and armed policemen can apply for the local driving license by submitting their identification certificates and relevant certificates issued by units ranking higher than the regiment. (10) It is added with the permitted model of small automatic-gear passenger automobiles, and it is permitted to take examination and obtain the driving license for small and mini automatic-gear passenger automobiles. (11) The persons with disabled left lower limb are permitted to take examination and obtain the driving license for small and mini automatic-gear passenger automobiles. (12) The provision on stating the loss of driving license in the newspaper and on receiving the renewed license after 30 days has been revoked. A renewed license will be issued within 48 hours upon such application. (13) A driving license will be issued in time to those temporary applying residents after check on network rather than a written inquiry of the place of their registered residence. (14) The renewal and examination of driving license upon the expiry of valid period will be decentralized from the vehicle administration office at the prefecture level to that at the county level with the facility of network.. (15) The vehicle administration office at the county level will, on a trial basis, handle the affairs of license plate of automobiles, and the middle team of traffic policemen will do likewise as to the license plate of vehicles including agricultural quadricycles, agricultural tricycles, ordinary motorcycles, light motorcycles and tractors. (16) The vehicle administration office will set a special window for handling the affairs of license plate of vehicles in the vehicle trading markets if conditions permit. (17) Within 6 years as of the registration date, all small and mini passenger automobiles not for public service shall be examined biennially instead of annually. (18) The vehicles imported through the customs and/or homemade small and mini passenger automobiles that go through the examination of the state authority on automobile production are free from examination on the inspection line when they are registered, and no online examination fee will be charged. (19) The cycle of circular notice on the data of imported vehicles is shortened, and the transfer of such notice on homemade vehicles speeded up so that the time of waiting for the license plate of imported vehicles and newly notified homemade vehicles is reduced to 48 hours from one month in the past. (20) All the plate numbers of vehicles are selected by means of computer publicly, and such selection may be made twice. (21) If there is any nonstandard registration information in the application for transferring registration of vehicles, the local vehicle administration office involved is responsible for its correction, and it is not permitted to send the file back. If there is anything to be checked, it shall be handled within and between the vehicle administration offices in the two places. (22) The vehicle registration procedure is simplified, and people no longer need to go to and from the inspection site and the vehicle administration office a few times. (23) A homepage is set up for information on traffic administration in the Internet so as to facilitate common people to refer to relevant provisions on getting license plate of vehicles, to look through simulative test questions, and to download and use relevant forms and filling samples. (24) Common people may select of their own accord those qualified agencies that are registered in the vehicle administration office to handle the affairs on license plate of vehicles on their behalf. It is started with the service of sending license plate and certificate by mail or express mail for free choice by common people. The "one-stop" service is also available to the affairs of license plate of vehicles. 3. Entry and exit administration (25) The scope of residents' application for passport on their need by ID cards or residence booklets is extended from the current 25 large and medium-sized cities like Shanghai and Nanjing to 100 large and medium-sized cities, which account for one third of the total amount of large and medium-sized cities in China. (26) In those large and medium-sized cities where residents may apply for passport on their need, residents are not required to submit the opinions of working units or police station when they apply for the Pass for Going to and Returning from Hong Kong and Macao and Pass of Mainland Residents for Going to and Returning from Taiwan, except those state officers restricted by relevant provisions. (27) Effective as of July 28 this year, the residents of Zhongshan, Dongguan, Jiangmen and Fushan in Guangdong Province may apply for the Pass for Going to and Returning from Hong Kong and Macao and Visiting Endorsement against their ID cards or residence booklets when they go to tour in Hong Kong and Macao. The valid period of Endorsement is 3 months, and the Endorsement is divided into two types, one is valid for one through trip, and the other is for two through trips. The stay period in Hong Kong or Macao every time shall not be longer than 7 days, and the number of application is not restricted. The applicants may solely go to and return from Hong Kong and Macao after getting the Pass. In September 1 of this year, the same practice will be extended to Beijing, Shanghai, and Guangzhou, Shenzhen and Zhuhai of Guangdong Province, and extended to the entire province of Guangdong by May 1, 2004. (28) The application scope for business endorsement for going to and returning from Hong Kong and Macao is extended to the personnel of inland individual units of industry and commerce and those of enterprises registered in Hong Kong and Macao from the personnel of inland enterprises with qualification of independent legal persons in the past. (29) A residence permit is to be issued to foreign students, with a valid period equal to the time of their study in China, so they no longer need go through the extension formalities year after year. 4. Administration of fire prevention and control (30) It is encouraged to apply for and accept the application of administrative approval of fire prevention and control through Internet. The results of administrative approval shall be published in the acceptance window, Internet website and telephone voice consultation systems of departments of public security and fire control. Among the above-mentioned 30 measures purporting to facilitate and serve the people, item No.1 through No.7, No.29 and No.30 will come into effect immediately after this conference; item No.8 through No.18, No.20 through No.22, No.24 and No.28 will come into effect from September 1; item No.25 through No.27 will come into effect in a clear and definite time; and item No.19 and No.23 will come into effect from January 1 next year.
