Speech by Qiu Baoxing, Vice Minister of Construction

Ladies and gentlemen:

We have just celebrated the traditional Chinese spring festival, and I’m glad to have this press conference and talk about the conditions on the energy-efficient building and green architecture in China. In the last year, the energy-efficient building and green architecture drew a lot of public attentions.

On the one hand, the construction industry is the pillar industry in the national economy in China. It’s crucial to establish sustainable development demonstration for the energy-efficiency buildings. On the other hand, the urbanization and industrialization of China is in the phase of fast development. Approximately two billion sq m floor area is constructed annually, which almost accounts for a half of the annual constructed floor area all around the world. The newly constructed buildings and the 40 billion sq m floor area of existing buildings in China, not only influence the sustainable development of China, but also effect on the world economy and the climate change.

The year 2006 is the first year of the Chinese 11th Five-Year Guidelines of social and economic development. Our main task is to reduce the energy and resources consumption in construction. I highly appreciate your concern on the issue of the energy-efficient building and green architecture in China, and I’d like to talk about three main points: the national inspection on energy-efficiency in buildings, our next step of work and the 2nd Int’ Conference on Technologies of Intelligent and Green Buildings & the 2nd Int’ Expo on New Tech and Products of Intelligent and Green Buildings.

The National Inspection on Energy-efficiency in Buildings

One of the key tasks identified in the State Council document in 2005 is the national inspection on energy-efficiency in buildings, and it was carried out by Ministry of Construction from December 5 to 25, 2005. Ten teams were sent to the four municipalities directly under the central government, 26 provinces and autonomous regions, and several major cities to inspect the enforcement of the state laws and regulations on the energy-efficiency in buildings.

280 construction projects design drawing documents were selected from residential buildings which were completed since 2003 and public facilities completed after July 2005, to exam the construction and conditions, among which, 30 projects were found violated the energy–efficiency standards and were sent the law execution notices. Beijing, Tianjin, Shanghai, Hebei Province, Sichuan Province, Fujian Province, Qingdao, Shenyang, Wuhan, Guangzhou, Chengdu and Yinchuan received good results in the inspection, while Gansu Province, Inner Mogolia, Anhui Province, Hainan Province, Xi’an, Lanzhou, Hefei and Haikou need to put more strength on the energy–efficiency of construction.

Several new approaches have been made in the year 2005, including the issuing of laws and regulations, establishing technical standards, improving the organizational system, strengthening the administrative supervision, accelerating the public awareness and etc. The energy-efficiency practice has been widely used in the cold areas, and has made great progress in the places where it’s hot in summer and cold in wintertime; and it also has been initiated in the warm areas of China. The Energy-efficiency Code of Public Construction has just been issued, which need to be popularized nationwide.

Work to be done

The energy–efficiency construction is a systematic project, and we have just made our first step. Vice Premier Zeng Peiyan has noted on January 23 that “There are great potentials in the energy-efficiency of construction, and it is important to raise public awareness and to establish laws and regulations.” To arouse public concern on Energy-efficient buildings and Green Architecture, local construction administrations shall strictly manage the projects in violation of the Energy-efficiency Code and feed the results back to Ministry of Construction.

We need to improve the enforcement of laws and regulations. Local regulations are encouraged to be established. Financial encouragement system relating to energy-efficiency in construction shall be established, including tax cut, Innovative wall material Fund return, discount government loan and other financial aids on wall material upgrade. In the northern areas, the establishing of new policies of the fee collecting system of heat supplies is in the urgent need. The conflict of saving energy but not saving money shall be solved in order to arouse the enthusiasm of energy consumers. Local construction administrations are asked to combine the work of energy-efficiency in construction with wall material innovation.

We need to advance the technology research on the energy–efficiency construction. New technologies shall be combined and popularized; local energy–efficiency technologies shall be listed; energy–efficiency code shall be improved; and national key energy-saving projects shall be carried out. In the next few years, 100 pilot projects of energy-saving will be carried out nationwide. Technical training of energy–efficiency shall be received by technicians including registered architects and registered engineers.

The supervision system for the energy efficiency in buildings should be further improved with the emphasis on the supervision of the enforcement of mandatory technical standards for building energy efficiency in the whole construction process. The energy-efficiency inspection shall be institutionalized. The conditions of energy-efficiency shall become one of the major contents of project evaluation. Any construction project without the implementing of energy-efficiency code shall not be qualified for Excellent Design Project Reward, the Special Reward of Luban and other rewards. In the next few years, the Ministry of Construction will launch more than one campaign annually to inspect the enforcement of laws and regulations related to building energy efficiency and will urge provincial construction administrations to conduct more than two special inspections to strongly promote the energy efficiency initiative.

Building An International Cooperation Platform on the Energy-efficient Building and Green Architecture

Jointly sponsored by Ministry of Construction, Ministry of Science and Technology, State Development and Reform Commission and the State Environmental Protection Administration, the 2nd Int’ Conference on Technologies of Intelligent and Green Buildings & the 2nd Int’ Expo on New Tech and Products of Intelligent and Green Buildings is to be held in Beijing from March 28 to 30, 2006. Several Construction Administrations and relative organizations from the UK, the USA, Canada, France, India, Singapore and several other countries are co-hosting this meeting.

The first conference had greatly promoted the development of Green Architecture in China, and the second conference is held upon its success. Under the principle of creating an innovative society, this conference is willing to set a communication platform for the better performance of new technologies and the products of intelligent and Green Buildings

This conference has been widely accepted by related organizations, institutions, enterprises and experts from home and aboard. More than 2,000 people would join the meeting including ministers and representatives from several countries, and the Expo is in the phase of preparation.
